Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
Skill Development and Technical Education department dealing with online registration, Renewal, Return report, Collection of Employment Market Information from different organization (C.G, S.G, C.G.Q, S.G.Q, L.B, Private org. etc.), promoting awareness for Army Recruitment Rally(Agni Vir), Air Force(Agni Vir Bayu) and Indian Navy, Mobilization of candidates to Polytechnics , ITIs admission, skill development centres and World Skill centre, conducting different types of apprenticeship awareness programme, supporting skill candidates for seed fund through Nano Unicorn Scheme, Promotion of PM internship program, regular activities for skill gap studies at the grass root level towards district skill development plan, ensure participation of SC, ST, Women, PWDs in skill development programme, promoting for digital skilling, entrepreneurship support for self-employment, supporting interested unemployed youth for competitive coaching in higher post like civil service and other competitive exams, functioning Model Career Centre activities, regular placement drive, provide guidance, support and counselling for PM Viswakarma Scheme, regular compliances and support to public grievances, supplying backlog and updated information reference to Assembly question etc.
Mission activities like Mini Job Fair,Mega Job Fair, Block level Counselling Camp, Conducting Placement Linked Training Programme(PLTP) etc.
Skill Development activities like PLTP, NUA Odisha scheme- conducting different types of short term skill development trainings to the local unemployment youths and tracking their placement reports.

Powers & Duties of Officers & Employees
[Section-4 (1) (b) (ii)]
District Skill Development cum Employment Officer(gazetted, Group-I,JB) – She/he is the head of office, drawing and disbursing officer, nodal officer of skill development training programme, Nodal Officer for promotion of apprenticeship, Nodal Officer for NUA Odisha, PIO of RTI act-2005 along with heads of office, controlling capacity for all sections of this office.
Skill Development cum Employment Officer(gazetted, Group-II) – She/he is the second officer and act work in charge of all activities like skill development, Mission, NANO Unicorn scheme, MCC, YRC etc. Besides these, she/he may be act as Head of office on behalf of DSDEO.
Junior Employment Officer(Non-gazetted) – She/he is the in charge of registration, renewal, vacancy, EMI, Live register, exchange activities etc. She/he may assist the Gazetted officers in any other official work as and when required.
Section Officer (Non-gazetted)– She/he is the in charge of establishment, accounts, budget, preparation of bills/vouchers, Maintaining the stock and store of official goods, records and remains act as office superintendent along with ministerial head.
Senior Assistant – She/he is the in charge of confidential files/records, Assembly question, Grievance etc. and may directed to support his/her duties to the office as and when required.
Junior Assistant – She/he is the in charge of issue, diary, statistics ,digital skilling and content etc. and may directed to support his/her duties to the office as and when required.
Peon cum Choukidar – She/he is the responsible person for Official goods, records and other available stock and store items after office hour. His/her regular duties to serve as both dry and wet cleaning work of office. Beside these she/he is the responsible person for supplying letters to concern offices during office hour along with act as Treasury Sarkar to District Treasury etc.

Procedure Followed in Decision Making Process
[Section-4 (1) (b) (iii)]
The District Skill Development cum Employment Officer (DSDEO) has the capacity to act his/her role beyond DSDE office and its administrative control of the district.
The DSDEO has some assigned works like implementation of NUA Odisha Scheme, Placement Linked Training Programme(PLTP), Job Fair, Block Level Counselling Camps (BLCC), Pre-recruitment Training Camps(PRTC), Army Recruitment Rally, NANO Unicorn EDP Programme, Nodal duties of PMKVY, PM Vishwakarma etc.
All decisions about execute the above programmes are made on direct supervision of District Collector under her/his chairmanship through some committee like DSDM, DSC, Purchase committee etc.
All important files are moved through Additional District Magistrate, Project Director & Collector towards make any decision on official and financial matters.
In order to complay accounts and utilization of allotted amounts, this establishment under DSDEO is preparing online Bill through HRMS, IFMS portal for approval in District Treasury alongwith PFMS,RTGS,NEFT,Eloctronic transfer of funds to the concerned Bank.
On account of payments to the vendors, the DSDE office followed time to time financial guidelines of OGFRs and comply payments direct to the vendors, companies, individuals etc. through NEFT, RTGS, Electronic Transfer after due necessary administrative approval and actual orders.
Besides these, the Heads of office/DDO has the capacity to approve a maximum of Rs. 25,000/- on a single payment to any party on an instant mode. She /He has powers to deliver orders to the officials (under the administrative control)through written or verbal for any important works of the office, if required.

The candidate can register his/her name from anywhere or from any device that has an
internet connection by submitting all the required Documents .
The minimum age limit for registration is 14 years. No maximum age limit has been
prescribed.
A candidate can register his/her name only with the Employment Exchange under whose
jurisdiction he resides. Dual or more registrations is looked upon as an offence. The punishment
will amount to forfeiture of all registrations.
But a person possessing Professional and Executive qualifications can register his/her name in
the State Employment Exchange, Bhubaneswar or the University Employment Information & Guidance Bureau under whose jurisdiction he or she resides. Likewise the ex-service personnel too can maintain primary registration in the Zilla Sainik Board and the secondary registration in the local employment exchange also .More over if that ex-service candidate has a professional degree or a minimum second class post-graduation; he can have registration at the Professional & Executive Employment exchange also(State Employment Exchange, Bhubaneswar or the University Employment Information & Guidance Bureau under whose jurisdiction he or she resides)
The Job Seeker also has to renew on the month of his/her renewal as mentioned on the Registration card by clicking Renew Candidate .

Other Useful Information

The office of the District Skill Development cum Employment Office, Rayagada deals with some more work like Collection of data of PVTG for PM JANMAN scheme of Govt. of India, Mobilization of Girl student for admission in long term training module by ITIs and Polytechnics, Participation of staffs in Election works, conducting of 690hours of coaching programme of 50 graduate pass out candidates at YRC situated at 1st floor of this office towards better performance in competitive exam of Govt. of Odisha , Banking etc., Training of unemployed youth at various training centre in this district under NUA Odisha and PLTP scheme. One to one counselling to Parents, candidates and some caretakers of inter pockets of the district to enable them to get job or self-employment. The office functions as a bridge between employers and unemployed youths through NCS portal for suitable engagement or placement.
Besides these, this DSDE office is functioning with Model Career Centre (MCC). The MCC project is directly authorised by Govt. of India in the ministry of MSDE. MCC functioning with one staff designated as Young Professional and two post of Counsellor is vacant since its implementation.
The work of MCC is as follows.
Besides this, the office of DSDE Rayagada is conducting NANO Unicorn EDP programme for small business oriented candidates through giving them free 10 days training and providing one lakh seed fund to start the business at their interested places.
