Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

Aims and Objectives of the Organization:

Odisha Sangeet Natak Academi is the State Akademi of Dance, Drama and Music. A Pioneer Institution Established by the Govt. of Odisha at Bhubaneswar order Deptt of Education & culture as apex body in 1957 as like Sangeet Natak Akademi established by the Govt. of India at New Delhi in 1956 for promotion of performing Art farms.

OSNA established its office at Bhubaneswar as autonomous body registered under 1860 Registration act in 1971-72. The aims & Objectives of the academy is as follows:

1. To promote research in the field of Dance, Drama & Music, to establish model institutions devoted to teaching & research Dance, Drama & Music.
2.
To co-ordinate various activities of different association & institution of Dance, Drama & Music.
3.
To Cooperate by joining hands with similar state academies, SNA, New Delhi & SZCC Kolkata regarding promotion of Dance, Drama & Music.
4.
To encourage theater groups, opera with training of stage play including urban & rural areas of the State. Production of Near Plays by awarding Prizes & distinction.
5.
To publish literatures in Indian & Oriman Device, Drama & Music.
6.
To encourage & Preserve, Folk Dames, Folk Play & Folk Music of the state.
7.
To sponsor to encourage the Dance, Drama & Music Groups.
8.
To Award Prizes & distinction to recognize the individual artist for their life time achievements in the field of Device, Drama & Music.
9.
To Promote culture Exchange with other States of the Country to Popularize the Oriman Performis Govt. Forums.
10.
The Akademi Office function on the working days as specified by the Govt. of Odisha time to time at Grand floor of Samskruti Bhawan, Bhubaneswar-14.

Procedure Followed in Decision Making Process

[Section- 4 (1) (b) (iii)]

         The Procedure followed in the decision making process, including Channels of Supervision & Accountability by Secretary under the instruction framed by the general Council of the Academic.

  1. All the decisions are being followed as per the decision of the General Council of the Academic subject to approval of the state Govt. by the Department of culture.
  2. All the financial position depends on the grants sanction by the department of Culture Voted every year by the Odisha legislative Assembly.
  3. All the Accounts on every income & expenditure are kept open to be Audited the Departmental Auditors of Culture Department of the State Government.

Norms for Discharge of Functions

[Section-4(1) (b) (iv)]

       All the norms for discharge of its duty shall be fixed by the Executive Board and General Council of the Academic wherever needs Sub-Committees are being framed for finalization of the concerned facilities of dance Drama & Music, Secretary as the Executive head Maintains the Plans & Programmes.

Rules, Regulations, Instructions, Manuals & Records for Discharging Functions

[Section-4(1) (b) (v)]

          There is no such fixed rules & regulations of the Academic. All the works related to office are goes according to the Direction of the General council and culture Department, Government of Odisha time to time as where required.

            All the records related to Accounts & finance has been kept in the office as the Secretary is the Custodian of the records. All the State works accordingly as directed by the Secretary.

All Policies and its implementation are dealt with the general council of the Academy.

Boards, Councils, Committees & Other Bodies Constituted

[Section-4 (1) (b) (viii)]

A Statement of the boards, councils, Committees & other Bodies consisting of two or more Persons constituted as its part or for the Purpose of its advice and as to whether meeting of those boards, councils, committees & Other bodies are open to the Public, on the Minutes of such meeting are accessible for public.

1. As per bilar of OSNA the General council shall consist at the following members.

i) President
ii) The Vice- President
iii) Treasure-cum-financial Advisor
iv) Secretary, OSNA
v) Principal, Utkal Sangeet Mahavidyalaya, Bhubaneswar
vi) Five person nominated by the State Government of whom are shall representative of the Department of Culture & another of the Education Department.
vii) Eight eminent artists in the field of Dance, Drama & Music from different regions in Odisha nominated by the State Government.
viii) Fourteen representatives from organizing in Odisha in the filed of Dance, Drama & Music having certified membership of at least thirty person & recognized by the Academic each nomination one representatives, the member nominated under dance group shall be for a term of 3 years.

2. Odisha Sangeet Natak is give affiliation to the Dance & Music schools those have Teaching & Training system within Odisha or out rid.

3. Registered Institution having Registration under 1860 Registration Act not less than 3 years back and having qualified M. Mus Teachers to teach by the specified courses of Studies prepared by the Academic shall take Registration.

4. The Students of Various faculties of /dance & Music Courses Met the examination Conducted by the Academic every Year from Praramvik to Sartri Purna (5th Year) Qualified Students are being provided Certificates which is equivalent to the Diploma Provided by Prachinkala Kendra, Chandigarh. 

5. Executive Board:
The Executive board which shall be governing Body at the Academic shall consist of namely.

e) Two members nominated by the State government from among the Persumes nominated by State Government to the G.C under Clause (f) of Article G (i) and 3 members elected from the G.C.

Budget Allocated to each Agency

           Odisha Sangeet Natak Academy has been provided a lump sum Grant on Plan & Non-Plan side from Culture Department of the govt. of Odisha as allocated in the Yearly Budget voted by Odisha Legislative Assembly.

            For the year 2009-10 till now it is not yet intimated to the Academy by the culture Department. So detailed Budget of 2008-09 is enclosed for reference.

As per decision of Indian Railway board rule 101-(3) Odisha Sangeet Natak Academy provided recommendation to Divisional Rly. Manager to Provide Rly. Concession to the Artist Groups for performance at any Place of India. The Artist Groups gets 75% to & for Rly. Concession in this Regard.
