Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
Objective / Purpose of the Public Authority:
The Consumer Protection Act, 1986 is one of the benevolent social legislation intended to protect the large body of consumers from exploitation. To provide cheap, speedy and simple redressal to consumer disputes quasi judicial machinery is set up at each District, State and National Levels called District C.D.R. Commission, State C.D.R.Commission and National C.D.R. Commission. The consumer complaint cases/ First Appeal cases filed before this Commission are disposed of as quick as possible in the summary trial process.
Mission/ Vision Statement of the Public Authority: To ensure protection of consumer Rights.
Brief History of the Public Authority and Context of its Formation:
The Consumer Protection Act came into force during the year 1986.The State C.D.R. Commission, Odisha has been established during the year 1989.
Duties of the Public Authority: To ensure protection of consumer Rights.
Main Activities/ Functions of the Public Authority: To ensure protection of consumer Rights.

Supervision the functioning of the District C.D.R. Commission.

Procedure Followed in Decision Making Process
[Section- 4 (1) (b) (iii)]
III. The Bench decide the cases after giving due opportunities to both the complainants and respondents.The State Commission is a Quasi-Judicial Authority and discharges duties/functions as specified in the Consumer Protection Act. TheNational Commission has notified consumer Protection Regulations, 2005 with the previous approval of the Central Government and theOdisha Government has notified Odisha ConsumerProtection Rules, 1987. Accordingly,the Commission is discharging its quasi-judicial function under the purveiw of the said Acts and Regulations.

Norms for Discharge of Functions
[Section-4(1) (b) (iv)]
State Consumer Disputes Redressal Commission,Odisha, Cuttack is headed by the President on the Judicial Side as well as on the Administrative Side. On the administrative Side the President of the State Commission has been declared as the Head of the Department. Therefore, all the Administrative Matters are decided by the President of the State Consumer Disputes Redressal Commission being the Head of the Department. On the Judicial Side the State Commission being a Quasi-Judicial Authority takes decision/passes judgments on the consumer matters which are covered under the Consumer Protection Act, 1986. The Bench is constituted by the Hon'ble President with one or more Members, as may deem fit and the decisions are taken in accordance with the provisions of the Consumer Protection Act, 1986.

As regards the Consumer Protection Act 1986, is a Central legislation any kind of amendment therein, can only be made by the Parliament.Similarly, if there is any Rules framed there under causing inconvenience that can be amended by the State Government. However, in the matter of cases disposed of on administrative side, any person can meet Hon'ble President/ Secretary to consult any matter.
