1 Designation : Superintendent of Excise
Powers & Duties
Superintendent of Excise are expected to acquire a through knowledge of all matters connecteddirectly or indirectly with the Excise Administration of their District. To monitor functioning of excise licensees holder & Excise Administration of Kalahandi District and control Excise Crime. To inspect all kinds of Excise Shops. To Act upon on the Guide Lines / Instruction received from the Higher Quarters. The main work of the Superintendent of Excise is to earn the Excise Revenue from the Licensed liquor outlets, to control Excise Crime & to ensure the lifting position of MGQ (IMFL/BEER/O.S) of liquor outlets.
a) The Excise Superintendent is the Chief Executive Officer of Excise Administration of the District, subject to the immediate control of Collector and Excise Commissioner, Odisha in all matters.
b) He is responsible for collection of Excise Revenue, Enforcement work and settlement of Excise Shops in the District and also for supervision and inspection of all the Excise Shops of the District.
c) He shall supervise and make necessary arrangements for movement of Excise Officers and staff sub-ordinate to him in order to strengthen the Excise Enforcement Activities to control the Excise Crime.
d) The Superintendent of Excise holds Crime Meeting among Excise Officers in each month.
e) Multi Disciplinary Squad Meeting in joint co-ordination among Excise / Police / Forest /Drugs Department is conducted under the Chairmanship of Collector and District Magistrate, Kalahandi on quarterly basis to boost and gear up the enforcment work.
f) He attends Review Meetings presided by the Collector, Excise Commissioner and Principal Secretary to Government, Excise Department and all other High Level Meetings.
g) He attend the Hon’ble High Court in time to file Counter Affidavit in WPC and OJC Cases inconsultation with Government Advocate.
h) He organises Awareness Programme to aware the Public to restrain consumption of Liquor from illegal sources.
i) Any other works entrusted by the Collector.
2 Designation : Dy. Supdt. of Excise
Powers & Duties
a. To conduct & Supervise Excise raid and collect Excise Revenue.
b. Control Excise Crime.
c. To monitor functioning of Excise Licensees / E.P. Holder & Excise Administration of Kalahandi District.
d. To Inspect Excise Shops Quarterly.
e. To Issue Permit & passes and attend all types of meetings during the absense of Supdt. of Excise. Ensure compliance of A.G and IAR Audits. To attend High Courts. Inspect sub-Ordinate Excise Offices half-yearly. Disposal of seized and confiscated articles.
3. Designation : Inspector of Excise
Powers & Duties
a. To raid and collect Excise Revenue.
b. Control excise crime
c. To monitor functioning of Excise Licensees holder & Excise Administration of Kalahandi District
d. To inspect Excise Shops, ensure realisation of License fee of Excise Shops.
4. Designation : Sub Inspector of Excise
Powers & Duties
a. To raid and Collect Excise Revenue
b. Control Excise Crime
c. To monitor functioning of Excise Licensees holder & Excise Administration of Kalahandi District.
d. To inspect Excise Shops, realise License fee of Excise Shops. Attend the alligation petitions. Ensure lifting of liquor shops.
5. Designation : Asst. Sub-Inspector of Excise.
Powers & Duties.
a. The Asst. Sub-Inspector of Excise will work under the OIC of the Excise Station. He may also be kept as OIC of any Excise Station. Assist the OIC /Inspector in enforcement work and documentaion of work of the Office.
6. Designation : Excise Constable
Powers & Duties
a. The Excise Constable will work under OIC / I.E / DSE / Superintendent .His Main role is to collect intelligence and intimate the same to the Higer Authority for further Course of Action. He will assist in enforcement work and documentaion of work of the Office.
7. Designation : Section Officer.
Powers & Duties
a. Maintenance of Cash Book.
b. Receipt of M.Opium from Central Opium Processing Unit & supply of the same to the concerned Excise Stations.
c. Renewal of M.Opium Cards.
d. Maintenance of Arms and Ammunition.
e. Preparation of Draft Notes on Inspection for Higher Authorities i.e. Supdt. of Excise, ADM, Collector, Excise Commissioner, Excise Deputy Commissioner, RDC, High Level Standing Committee and submission of compliance report thereof.
f. Preparation of Para-wise comments in WP (C) & OAT cases for filling of Counter Affidavit by Supdt. of Excise.
g. Receipt of RTI Applications and supply of information to the applicants.
h. Preparation of reply to the Assembly Questions Received.
i. Production of records before the Departmental and AG Audit Party during the course of Audit for verification and submission of compliance report on the Audit Paras.
j. Settlement of New IMFL OFF / O.S. shops through lottery mode.
k. Processing of New IMFL ON Shops , Transfer, Shifting of Shops & Temporary Bar License in e-Abkari portal as well as manually.
l. Renewal of Existing Excise Shops.
m. Issue of Show cause Notice / Demand Notice against the defaulting licenses.
n. Sanction of Leave, GPF, GIS, increment, Permission for Higher Education, Maintenance of Service Books of Excise Officers and Staffs.
o. Preparation of Salary Bills of all Officers and Staff including arrears if any.
p. Preparation of Provisional Pension, Family Pension, Final Pension, ULS, Final GPF, GIS claim of Retired Govt. Employees.
q. Maintenance of High Court Register, IR Register, Increment Register, Registers under RTI Act & ORTPS Act, DCB Register, Licence Fee Register, Service Book Register, Grievance Register, Assembly Register, Bill Register, Acquittance Roll, Book of Drawl, Contigent Register, T.A Register, Refund Register, Attendance Register, Stock and Store Register, Index Register, File movement Register, Arms and Ammunition Register, C.L Register, Opium Register, Bank Draft Register, Lottery Register, Settlement Register.
r. Preparation of Budget and Establishment Review report through online.
s. Preparation of NOC and Issue of TP / IP for O.S. Shop & Mohua Flower Traders.
t. Receipt and supply of consumable goods and Stock / Stationary.

Procedure Followed in Decision Making Process
[Section-4(1) (b) (iii)]
The procedure as maintained in the Dist. Excise Office is that, Letters / Dak, Petitions received from Govt. / E.C. Odisha and general public are placed before the Authority after return the letters are entering in the Received Register to mark the letters in the name of concerned Dealing Assistnat. The concerned Dealing Assistnat put up the file before Section Oficer. After examining files is submitted by the Section Officer to Supdt. of Excise. Then if needed file submitted to Collector for approval / decision. After returning the files sent to issue section for dispatch.

Norms for Discharge of Functions
[Section-4(1) (b) (iv)]
Dist.Excise Office is the Sub-ordinate Office of the Excise Deptt. Mainly for Collection of Excise Revenue. To control the manufacture sale of liquor and prohibiting the sale of spurious liquor. Prevention of illicit distillation and clandestine trade in non-duty paid liquor in the District. The main source of excise Revenue derived from O.S. Shops / Branch shops / F.L. "OFF" / "ON" / Consideration Money (License fee).
