Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Brief History & Background of its Establishment:

Office of the Joint  Director (Statistics ), Sourthern Range, Berhampur came into being and started functioning from the year 2012 headed by an officer of OSE&S Cadre of Class-I rank under the Control of Director, Economics and Statistics, Odisha, Bhubaneswar.        

2. Main Activities/ Functions:

 The function of Joint Director will be both Territorial Administration and Technical Supervision and Co-ordination among 10  DPMUs (Ganjam, Gajapati, Rayagada, Koraput, Nabarangpur, Malkangiri, Kalahandi, Phulbani, Boudh, Nuapada)

i) The administrative function will consist of:

Closer and more effective supervision of various Statistical Programme and field survey.
b. Lifting of  EARAS blank schedules  from Odisha Government Press , Berhampur and  distribute the same  to  the 30  (thirty)  DPMUs  for EARAS field work 

.

Taking over routine Administrative matters in the districts under its control.

Over all control of Statistical Activities at the Range level.

ii) The Technical Functions will comprise of:

Meeting field queries, issuing clarifications and tendering technical advice to the DDs and field staff.
b. Giving specific attentions to regional problems with a view to identify Statistical gaps.
c. Under taking specific survey of regional importance and furnishing materials to Directorate.
d. Attending to timely reporting of statistical data in conformity with the fixed time schedules.

   The Office of the Joint  Director, (Statistics), Sourthern Range, Berhampur, Ganjam  functions under the technical guidance of Directorate of Economics & Statistics. The apex organization is Planning & Convergence.  Department at the state level. The function of the Office of the Joint  Director (Statistics), Sourther Range, Berhampur, Ganjam lies in overall supervision/ monitoring of the function of different District Planning and Monitoring Units  as the primary unit at the district level who are entrusted with the implementation of various centrally sponsored Programmes like EARAS (Establishment of An Agency for Reporting Agricultural Statistics), ICS (Improvement of Crop Statistics), Socio Economic Survey of NSS and the state sponsored Programmes like collection of price statistics, Urban Local Body Statistics, BSLLD  along with data collection for preparation of District Statistical Hand Book, data on Census of Employees and to carry out the adhoc survey like Minor Irrigation Survey, Agricultural Census, Economic Census, etc. at regular intervals as assigned by Govt. from time to time.

About the Schemes Undertaken by the DistrictPlanning and Monitoring Units.

i) EARAS:

   It is a Centrally Sponsored Programme implemented by the state government with 100 percent cost assistance from Govt. of India. It aims to Estimate the area, Yield rate and Production of principal crop paddy at block level and 13 important minor crops at district level. The field work for the aforesaid purpose is conducted by the SFS posted in the field. 20% of the total villages are selected every year on random basis to conduct Land Utilization and yield Estimation Survey (Crop Cutting Experiments) in all three seasons i.e., Autumn, Winter and Summer.

ii) ICS:

   Improvement of Crop Statistics (ICS) is a Centrally Sponsored scheme designed to locate deficiencies in implementation of EARAS scheme relating to area and yield statistics through joint effort of Central and State authorities.

iii ) NSS

   The scheme aims at conducting survey on socio-economic problems of National Importance on sample survey method. The state govt. conducts the survey on matching sample basis through the Directorate of Economics & Statistics. The field work is carried out by  Investigator and  Assistant  Statistical  Officers  posted in the district.

iv) BSLLD ( Basic Statistics  for Local Level  Development):

   The scheme is in operation in our state since 1973-74. The scheme aims to build up a village wise data base to enable the planner to prepare realistic plan at micro level.

v) Price Statistics:

Data on Farm Harvest Price, Producers Price on Agricultural commodities, and Wholesale Price are collected in Schedule 1 and 2 from 116 nos of primary market. Data are collected on fortnightly monthly basis and submitted to DE&S Headquarters –monthly.

Producer’s price on Livestock , its products and by-products (Schedule 3, 4 and  5) and wholesale price on cattle feeds (Schedule 6) are collected from 30 nos. of cattle market and district head quarters market.

Use:        The Primary markets price data are used for estimation  of GSDP, also supplied to Ministry of Agriculture for fixation of  minimum support price.

Retail Prices are collected from 213 nos. of different selected markets (both rural and urban) of in mobile app/ web portal developed by NIC, SDC, Odisha in respectd of 485 iteme.

Use :       Sub-state level monthly compilation of Consumer Price Index (CPI)  

 

Vi) Urban Local Body Statistics:

   Under this scheme data on health, water supply, income and expenditure, education in the local body area is collected with a view to bring out the publication of "Municipal Statistical year Book". Data on supra-mentioned aspects are collected from all the urban local bodies of the district.

 

vii) District Statistical  Hand Book (DSHB):

   Data on 84 tables on different socio economic interest are collected from secondary sources in pre-devised tables and sent to the Directorate of Economics and Statistics, Odisha, Bhubaneswar to bring out the "District Statistical Hand Book". It is published on bi-yearly basis. District Statistical Hand Book is a handy book encapsuled with data on socio economic interest which are immensely useful to planners, researchers, statesman, administrators, visitors, etc.

   Each District Planning Monitoring  Unit  is headed by the Deputy  Director and supported by a fleet of technical staff, Viz., Assistant Director ,  Statistical Officers , Assistant  Statistical  Officers ,and  Investigators .. The field operation for aforesaid work is carried out by Statistical Field Surveyor under the direct supervision of Sr. Statistical Field Inspector/ Statistical Field Inspector posted in the field level.

 

viii) Census of Employees– The main objective  of the Census is to  stack taking of various  categories   of available manpower  in the state public sector  in view of growing  importance of  of the technical personnel  for the development of the state . Attempts have been made  to enumerate different categories  of General and technical manpower  working under the state Government.

The Joint  Director is designated as the Appellate Authority. He  is the Appointing Authority of the Jr. Clerks, Driver, Peons etc and undertakes inspection of field works conducted by the field staff in different offices to ensure better quality in work, also holds inspection of different DPMUs . The Joint  Director also works as a drawing and disbursing officer of his  establishment. As such, the Joint  Director is entrusted with the task of:

Verification of service book of the employees.

Inspection of stock and store.

Inspection of office work of different DPMUs  under the range.

Procedure Followed in Decision Making Process

1.Who are the Officers at various levels whose opinions are sought for the Process of Decision making? 

The Head of the Office is the final authority to take decision with regard to the establishment and technical work as per the norms prescribed by the apex organization i.e., Directorate of Economics & Statistics, Odisha, Bhubaneswar. So far as the establishment matter is concerned, the head of the office takes decision keeping in view the Rules & Regulations prescribed by the Government of Odisha in its different Publications/ Circulars/ Records viz.

2.Channel of Supervision and Accountability:

   The field work conducted by the SFSs is primarily supervised by the SSFI/ SFI posted in the block headquarters. The supervisors of the Joint Director's office makes casual tours to the field to supervise the work of both SSFI/ SFI and the SFS and Investigators to ensure proper quality in work. The Joint  Director also makes supervision of the work of the field staff to ensure reliable data. Besides this the officers of the DE&S, Odisha, Bhubaneswar makes supervision of the work of the district at regular intervals to provide timely guidance & accomplishment of the sole objective of collection of qualitative data.

   The Office of the Joint Director ensures for timely submission of all report and returns, filled in schedules under different schemes to the DE&S, Odisha, and Bhubaneswar by the DPMUs . Above all, the Joint  Director is accountable for proper utilization of Govt. funds provided under different Head of Accounts.
