Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

Objective of the Public Authority:

  1. To study the needs and requirements of social welfare organizations from time to time through Surveys, research and evaluation in such a manner as may be considered necessary.
  2. To   evaluate   Programmes   and   Projects   and   their   implementations by the aided agencies.
  3. To coordinate assistance extended for Social Welfare Activities by various Ministries and Developments in Central and State Governments and the Programmes entrusted to the State Board by the Central Social Welfare Board, New Delhi.
  4. To promote setting up of Social Welfare Organizations on Voluntary basis in places where no such organization exists and to promote existing organizations where ever necessary.
  5. To render technical and financial aid as and when necessary to deserving institution institution/Organisation in accordance with the schemes /principles approved by the Central Social Welfare Board.
  6. To promote social welfare activities intended for the genera! Welfare of the public such as welfare of the family, women, children and the handicapped.
  7. To act as a catalyst in bringing out the overall improvement in the condition of the weaker sections, SC/ST community and other needy people of the State.                                      
  8. To organize or promote programmes of training in Social Work as and when required and also to organize and work on pilot projects whenever necessary.
  9. To assist through its machinery in relief measures in case of calamity  natural or otherwise when ever deemed fit or necessary.

Mission /Vision Statement of the Public Authority :

   The State Social Welfare Board always emphasize to spread its programmes tothe remote corner of the State, Hilly, tribal and backward areas and include maximum no. of grass root level voluntary organizations. The State Board also promotes the new voluntary organizations to take up different welfare measures for the upliftment of needy women and children in the society.

Brief History of the Public Authority :

  The Odisha State Social Welfare Board cam :e into existence during the year 1954 through a Resolution bearing No.3368-P dated 7th August, 1954 of the then Cabinet (Planning) Department of State Govt.

Duties of the Public Authority :

  The Public Authority has been funding to Registered Voluntary organizations of the State for various welfare schemes under specified programmes such as:-

  1. Rajiv Gandhi National Creche.
  2. Awareness Generation Project.
  3. Condensed Course of Education for Adult Women.
  4. Family Counseling Centre.
  5. Short Stay Home.
  6. Working Women's Hostel.
  7. Mahila Mandal.
  8. Innovative schemes.

Main Activities of the Public Authority:

   The Public authority calls for applications from Registered Voluntary Organizations, Scrutinize and recommend to Central Social Welfare Boaro, New Delhi under Centralized programmes and sanctions grants-in-aid under Decentralized programmes as per the allocation earmarked by the Central Social Welfare Board, New Delhi.

Function of Public Authority:

  1. To act as medium for exchange of information between the field and the Centre and vice-versa.                                                                                                                   To invite,  receive, examine and  recommend  to the Central  Social Welfare Board applications for Grant-in-Aid from Voluntary organizations and other Institutions under different programmes.                                                                                    
  2. To supervise and report on the working of the voluntary organizations/Institutions/Projects to  the   Central   Social   Welfare   Board   or other Govt. Departments.
  3. To advice and assist the Central Board in sponsoring new welfare programmes and activities wherever they are needed within their States.
  4. To coordinate the Welfare and developmental activities undertaken by the various   Departments   of   the   State   Governments   with   a   view   to   avoid duplication.
  5. To undertake such other activities as may be conducive to the fulfillment of
  6. these objectives.
  7. To promote the growth of voluntary social welfare agencies,  with special reference to development of the welfare services in the areas uncovered at present.
  8. To assist the Central Social Welfare Board in providing field counseling services for aided agencies.
  9. To   administer   the   programmes   of Social   Welfare   &   development   either sponsored by the Central Social Welfare Board or jointly initiated with the cooperation of the State Governments.
  10. To undertake with the concurrence of the Central Social Welfare Board such social welfare activities or programmes that are entrusted to the State Board by any Department of Central/State /Union Territory and,.
  11. To assist the Central Social Welfare Board and the State  Govt./in further development of welfare services.
  12. To  organize  through   its  machinery emergency  relief  in   case   of  calamity-national/natural or otherwise, wherever deemed fit or necessary.

List of Services being provided by the public authority with a brief write up on them:

  1. Rajiv Gandhi National Creche: Under this scheme 25 Children in the age group of 0-6 years of working ailing mothers are provided with supplementary nutrition, day tare, Health care facilities in one Centre.
  2. Awareness Generation Project: This scheme provides platform for 25 rural and poor women to understand their problems   and   ways   to   tackle   them   and   to   create   awareness accordingly in locality.
  3. Condensed Course of Education for Adult Women: Under this scheme 25 drop out women of 15  years plus are provided Educational facility and relevant skills for their Social Economic empowerment.
  4. Family Counseling Centre: This scheme aims to strengthen social fabrics by preventing families from breaking up and promoting harmony within the Family through Counseling.
  5. Short  Stay Home: 'Under   this   scheme   30   nos.   of   women    in   distress   or   in   difficult circumstances are provided short term shelter and institutional services like   Counseling   and   guidance,   medical   and   Psychiatric   checkup   and treatment and skill development facilities.
  6. Working Women's Hostel: This Scheme provides safe hostel facilities to the working women.
  7. Manila Mandal Project: This scheme provides maternity, Craft and Balwadi Services to the needy and poor Women and Children.
  8. Innovative Scheme: This scheme aims to address issues uncovered by the programme of the Board and also to identify and develop need based flexible projects for specific period.

Expectation of the Public Authority from the Public for Enhancing its Effectiveness and Efficiency:

   Knowledge of public and involvement of PRI  members in  implementation  of the programmes are expected for enhancing its effectiveness and efficiency.

Arrangements and Methods made for Seeking Public Participation/Contribution:

  For seeking public participation  and  contribution  there  is  provision  for matching contribution in this scheme.

Mechanism Available for Monitoring the Service Delivery and Public Grievance Resolution:

  There are field Staff of Central Social Welfare Board, New Delhi working under State Social Welfare Board, Odisha to monitor the delivered services and public grievances.

The Secretary operates   Bank   Accounts   of the Board jointly with the Chairperson.

The    Secretary    under   takes    visits   to    aided Voluntary   organization   made   enquiry   to   the compliance    as    and    when    directed    by    the Chairperson.

Duties

Secretary looks after the day to activities of the Board. She also apprises the Chairperson of the State Board on different provision of Government in administrative and financial matter.

Procedure Followed in Decision Making Process

[Section-4(1) (b) (iii)] 

  The concerned Section initiates files and submit to Section Officer with his own suggestion if any. Then the files move to the Chairperson the Secretary, State Social Welfare Board for taking a decision in any matter.

  All important matters are placed before the Board for decision and Board is the final authority to take decision.

   The State Board follows the rules, regulations, instructions, manuals and records of Odisha State Government for its administration.

   The State Social Welfare Board has not its own documents/manual. The   Administrative   documents   are   available   at   State   Govemment(W&CD Deptt.), Odisha and Programme documents at Central Social Welfare Board, Dr.Durgabai Deshmukh Samaj Kalyan Bhawan, B-12, Qutab Institutional Area, New Delhi-110603.
