Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

Objective/ Purpose of the Public Authority:

The objective of Lower Suktel  Canal  Division No-I, Balangir  under Lower Suktel Irrigation Project, Balangir  which  is  the only major irrigation project under construction in the draught  prone  Balangir  district  in  K.B.K. zone of Odisha  is to create an irrigation potential of 21630 ha (CCA)on the right command of the irrigation project by way of construction of the canal network up to minor & sub minor level . The  total  CCA  of  the  project  is 31830 ha.This right command of Lower Suktel Project includes around 4750 ha in Balangir block, 14400ha in Puintala block and 480ha in Loisingha block excluding an area (CCA) of about 2000ha in the Tarabha block of Subarnapur district.

Mission/ vision Statement of the Public Authority:

 On  completion  of  the  project  with  creation  of  contemplated  irrigation potential, the economic standard of the people specifically dependant of agriculture would be uplifted substantially and the irrigation scenario of the district which is known to be the minimum in the state could be transformed. More over, it is also proposed to substantiate drinking water to the tune of 0.567 Cumec to the fast growing urban area of Balangir city. Though the initial target for completion of the project was 2009, it could not be materialized due to several factors including obstruction by the project affected people.

Brief History of the Public Authority and Context of its Formation:

 The division has been created during December, 2001 by way of redeployment of the staff of default Hariharjore Irrigation Division No. II, Birmaharajpur. Since then the employees' strength of this division in respect of non-technical staff have remained almost full with very low/ low strength of technical staff.

Duties of the Public Authority:

To accelerate the survey and eventually construction process of right canal system under the codal procedure/ rules of the government and to complete the project and creation of irrigation potential within target period.

Main Activities/ Functions of the Public Authority:

 Irrigation command area survey and planning of irrigation network; land acquisition of private lands; alienation of government land including that of forest lands; measures for compensatory afforestation; construction of canal net works up to minor & sub minors including that of canal structures like, road crossing bridges, Rely bridges, cross drainage works etc.; keeping / maintaining records of history/ major activities of the project pertaining to irrigation in the command including photographs and vedeographs; ensuring quality control in the works including quality control tests through quality control division and maintaining records thereof.

List of Services being Provided by the Public Authority with a brief write-up on them:

Until now, the funding for the project, hence for this Division is met through Accelerated Irrigation Benefit Programme (AIBP) scheme of Govt. of India excluding that spent during preliminary survey and investigation of the project by the state government up to 2000-01.

Expectation of the Public Authority from the Public for Enhancing its Effectiveness and Efficiency:

   The Public Authority desires constructive co-operation from the public by extending their support for early execution of the works for creation of irrigation potential.

 

Arrangements and methods made for Seeking Public Participation/ Contribution:

 Any public is free to interact with the Executive Engineer and Sub-divisional Officers in the office during office hours taking prior permission just prior to meet.

 

Mechanism Available for Monitoring the Service:

 The Superintending Engineer, L.S. Canal Division No-I, Balangir.

 

Addresses of the Main Office and other Offices at Different Levels:

    Lower Suktel Canal Division No-I, At. Laltikra, P.O. College square, Dist. Balangir, Odisha, PIN. : 767002 with all the 3 subdivisions is functioning at same office premises at present. Out of the said 3 subdivisions, 2 subdivisions are proposed to function one at i. Magurbeda dam site colony and the other at ii. Bairasar of Sonepur district in due course of time .The division office is located at the Eastern side of ground floor of the main office building.

 

Morning Hours of Office:

10.00 A.M.to 1.30P.M.   (Lunch break: 1.30P.M. to 2.00 P.M)

2.00P.M. to 5.30 P.M. (In all working days excluding summer)

7.00A.M. to 1.00 P.M.without any break in all working days during summer i.e. from 10th April to 15th June.

 

Closing Hours of Office:

 The office remains closed beyond office hours normally. During Emergency, the office remain opened beyond office hours, Sundays and holidays .

  Citizen desirous of any information may apply for so in the specific form to the Public Information Officer, with application fee Rs.10/- (Rupees Ten) only in shape of Treasury Challan under Head of Account "0070- Other Administrative Service-60-other services-101-receipt from Central Government for Administration of Central Act and Regulations - 9916710 - fees and fines - under Right to Information Act 2005" or cash. A person whose  name  appears  in  the  latest  list  of  persons  below  poverty line is not required to pay any application fee, for which he has to produce B.P.L.card.
