Odisha Institute of Maritime and South East Asian Studies Culture

Introduction :

With a view to establish the commercial, cultural and political linkage of ancient Odisha (Kalinga/Utkala) with the South-East Asian Countries as also with the Roman Empire, West Asia, Sri Lanka and Western Part of India, the Odishan Institute of Maritime and South-East Asian Studies has been formed under the Chairmanship of the Hon’ble Chief Minister, Odisha in 1987 to extricate the glorious maritime heritage from the time immemorial. There are several research Institutes like National Institute of Oceanography, Goa, Institute of Historical Studies, Kolkata,  Centre for South Asian Studies, Kolkata, Institute of Oriental Studies, Baroda, etc. are functioning in India for study and research on Cultural Heritage of India. This Institute was also established with an aim to take up various Research Projects on Maritime Heritage and South-East Asian Studies. Incidentally, the Institute has achieved substantially in this direction, like discovering of an ancient Buddhist site Langudi, and also unravels the historical relations through the Maritime contacts from Manikapatana excavations. Over the years the Institute has got its own resources to carryout research Projects in the field of South-East Asian Studies. The major monumental remains of South-East Asia are Buddhist in nature. So, this Institute has concentrated upon the Exploration, Excavation and Conservation of Buddhist Monuments of Odisha, since the year 1996. By now, the Institute has documented almost 220 Buddhist sites and conservation work has been taken up in 33 sites. It has brought to lime light many ancient Buddhist remains with epigraphical evidences and Port sites. At the movement Archaeological Investigation at Palur-Ancient Port Site is under study. The Institute has also established two site Museums one at Jaraka and the other at Tarapur and one specialized gallery on Maritime Heritage of Odisha in Odisha State Museum. The newly discovered Buddhist sites together with an Early Historical Excavated site Radhanagar are now became Tourism products and provides new light on the Culture and Civilization of South-East Asia. However, it is an attempt of humble beginning. Further work in this aspect, for which, the Institute is moving in the proper direction with a mission to unfold the historical trivia of Cultural Heritage of Odisha.The Institute by now is serving a resource centre for the researchers on Arcaheology of Early History and Buddhism as well as South East Asian Studies and Maritime Heritage.

Particulars of Organization, Functions & Duties

 Objectives / Purpose of the Public Authority:

    The Organization (ODISHAN INSTITUTE OF MARITIME AND SOUTH EAST ASIAN STUDIES) was established to find out the commercial, intellectual linkages between Odisha (Ancient Kalinga) with South and South East Asians Countries. It was set up in the year 1986-87 with the Minister, Culture as its Working President. To manage the office the Government in the Department of Odia Language, Literature and Culture appoint its Secretary as the principal executive of the Institute. The Institute is an autonomous Organization and the activities are reported as per the Government procedures to the office of the Minister, Odia Language, Literature and Culture.

Mission/Vision Statement of the Public Authority:

   The main mission of the organization and the public authority is to extricate the maritime linkages between ancient Kalinga with South East Asian Countries.

Brief History of the Public Authority and context of its formation:

   The organization was formed in the year 1986-87 to find out the navigation activities of Odisha (ancient Kalinga) and its cultural and commercial relationship with South and South-East Asia.

Duties of the Public Authorities:

   The main duty of the organization is to conduct regular and systematic archaeological explorations and excavations at ancient ports and Buddhist sites along the coast of Odisha. Besides, information is also collected on the maritime activities of the ancient Kalingans.

   The Organization functions as an autonomous body under the Department of Odia Language, Literature and Culture with the Hon'ble Chief Minister as its President and Hon'ble Minister, Odia Language, Literature and Culture as Working President.

   The organization's main aim is to conduct archaeological explorations along the sea cost of Odisha from Kalingapattanam to Tamulk. However, the Lake Chilika is also incorporated as it played a major role in the navigation activities of the ancient Kalinga.

Main activities/functions of the Public Authority

(a)  To study the past cultural links between Odisha (Ancient Utkal and Kalinga) and South-East Asian countries.

(b)     To study the maritime connection that continued for a long period between the people of this land and of those countries.

(c)  To take up archaeological survey and exploration of the important sites stretching from Tamralipti to Kalingapatanam ( in the coastal line of Kalingan empire)    for retrieving cultural materials of significance which may be invaluable for an in-depth study of cultural and economic links maintained by Odisha with those Overseas countries.

(d)     To excavate the important archaeological sites of the coastal belt and to trace out archaeological treasures which will constitute the primary source materials.

(e)     To take up oceanographic study of the Indian Ocean.

(f)     To maintain liaison between the allied Institutes established in India and in the countries of South­east Asia.

(g)    To take up study of written and oral folklore prevalent  in coastal Eastern India and in those countries.

(h)   To study the evolution of Buddhist Art and Architecture in Odisha and in those countries.

(i) To study all the epigraphic and numismatic materials of eastern and southern India and the South-east Asian countries discovered so far.

(j)      To take up study of performing Arts of Odisha and of those countries.

(k)     To take up in-depth study of textiles and other materials preserved in the Museum of the countries of South-east Asia with a view to establishing linkage.

(l)      To organise Lectures, symposia, National and International seminars with wider participation of scholars particularly from the South-east Asian Countries.

(m)    To publish reports, papers and books based on primary sources.

(n)     To establish a Museum of Maritime History.

(o)     To take up such other activities as may be required to widen the aims and objectives of the institute.

Brief Introduction of the Affiliated Body (Establishment Year, Objective/Main Activities):

   The Institute (OIMSEAS) is an autonomous body functioning under the Department of Culture since 1986-87 to highlight the maritime glory of ancient Odisha and its relationship with south and South East Asian countries. The organization is affiliated under the Registration Society Act 1860 and the Regd. No. 2503-178, BBSR of 1991-92.

Objectives and Activities:

 

Role of the Affiliated Body (Advisory / Managing / Executive / Others):

Executive Body:

  1. To exercise the Executive authority of the Institute subject to the policy directives of the General Council.
  2. To be responsible for the supervision and control of the work of the Institute and of its office.
  3. To consider and prepare programme of the Institute and specific projects for submission to the General Council and to execute such programmes and projects after approval by the General Council.
  4. To prepare the annual budget of the Institute and present the same to the General Council for its approval
  5. To see that the expenditure is properly incurred in accordance with the provision of the budget as approved by the General Council.
  6. To prepare the annual report and accounts of the Institute for consideration and approval of the General Council.
  7. To perform such other duties as may be entrusted to it by the General Council from time to time.

General Council:

  1. To elect members of the Executive Board as are required to be selected and to prescribe the rules of procedure for the Executive Board.
