Objective / Purpose of the Public Authority:

Implementation of Upper Indravati Irrigation Project by 2011-2012

Mission / Vision Statement of the Public Authority:

To provide irrigation facilities to the tune of 1, 01,062 Ha in the draught prone District of Kalahandi.

Brief History of the Public Authority and Context of its Formation:

Office of the Chief Engineer, Upper Indravati Irrigation Project, at/P.O. Khatiguda, Dist. Nabarangpur was created vide Irrigation Department Resolution No.20540 dt.29.07.1993 and started functioning with effect from 01.04.1993.

Duties of the Public Authority:

To carry out the survey and investigation, Design and planning of different project components, Acquisition of Government, private and Forestland for project implementation. Rehabilitation of Project affected peoples Monitoring of progress work, preparation of Estimates, floating and acceptance of tender for execution of the work.

Main Activities / Functions of then Public Authority:

Implementation of Upper Indravati Irrigation Project including its distribution system to provide irrigation facilities to the area coming under project ayacut in the district of Kalahandi.

Chief Engineer

At the apex the Chief Engineer being the Project authority exercise power of head of department as per codes for execution and maintenance of Upper Indravati Irrigation Project. He is the budget controlling authority, tender finalization within financial limit as per stipulation etc.

As stipulated in OPWD code Vol-I & II, amended vide DoWR Lr.No.5081 dt.07.02.2004 and DoWR Order No.16617 dt.19.5.04, Odisha Service Code and powers envisaged in Financial & Accounting Hand Book of Engineering Projects under the centralized system of Accounting procedure and pension rules, OTC Vol-I, OGFR- I & II DFPR, Odisha Budget Manual and Odisha Service Code.

Section Officer- I

 

 

 

 

He is the head of the ministerial Staff. All files of the respective branch are routed through him. He is authorized to open the official daks and he also does marking of the official daks.

To take dictation from the officers concerned and to maintain CCRs and confidential letters/ inquiry report etc.
