Introduction
The District Welfare Office, Kendrapara functions under the administrative control of the ST & SC Development, Minorities and Backward Classes Welfare Department, Government of Odisha. The office is primarily responsible for the implementation and monitoring of various welfare schemes and programmes meant for the socio-economic development of Scheduled Tribes, Scheduled Castes, Other Backward Classes (OBC/SEBC), and Minority communities within the district.
In compliance with the provisions of the Right to Information Act, 2005, this disclosure aims to ensure transparency and accountability in the functioning of the District Welfare Office. It provides updated information relating to the organization’s structure, duties and responsibilities of officers, schemes implemented, budget allocation and expenditure, and other relevant details as required under Section 4(1)(b) of the RTI Act.

1. Aims and Objectives of the Organization:
The Kendrapara District occupies an important place in the country having sizeable Concentration of Scheduled Castes and Scheduled Tribe population. SC & ST population are 3,09,780 & 9,484 as per 2011 census respectively.
The District Welfare Office, Kendrapara functions as a Nodal Field Office of the ST & SC Development Department, Odisha and worked out the plans & programmes of the State Government for Development of ST, SC and Backward Classes & Minority Community.
2. Mission/ Vision:
The Mission/ Vision of District Welfare Officer, Kendrapara is for the all-round development of the Scheduled Caste, Scheduled Tribe, Other Backward Classes and Minority Community vice versa the other community.
A. Programmes for their Socio-economic Development.
B. Programmes for Educational Development.
C. Improvement of the Quality of Life.
3. History and Background for its Establishment:
The District Welfare Office, Kendrapara is started functioning from 6.12.1993 at Kendrapara District Headquarter under control of Collector, Kendrapara and implement the orders of the Government in ST & SC Development Department in connection with to solve problems of Scheduled Caste, Scheduled Tribe, OBC & Minorities.

Manner of Execution of Subsidy Programmes
[Section-4 (1) (b) (xii)]
The District Welfare Office, Kendrapara implements various subsidy and welfare programmes aimed at improving the socio-economic condition of Scheduled Tribes (STs), Scheduled Castes (SCs), Other Backward Classes/Socially and Educationally Backward Classes (OBC/SEBCs), and Minority communities.
1. Name of the Programme / Scheme
Subsidy programmes are implemented under different State and Central schemes such as:
Post-Matric and Pre-Matric Scholarship Schemes for ST, SC, and OBC/SEBC students
Financial Assistance under Special Central Assistance (SCA) to SCSP/TSP
Implementation of Self-Employment and Income Generating Schemes through OSFDC
2. Objective of the Programme
To provide financial and material support to eligible beneficiaries for their education, skill development, self-employment, and livelihood improvement, thereby promoting social inclusion and economic empowerment.
3. Eligibility Criteria
Beneficiaries are selected on the basis of:
Caste category (ST/SC/OBC/SEBC/Minority)
Income ceiling as prescribed by the Government from time to time
Residence within Kendrapara district
Fulfilment of scheme-specific eligibility conditions
4. Procedure for Application
Application is invited through online portals such as Odisha State Scholarship Portal (OSSP) and through offline mode where applicable.
Required documents (such as caste certificate, income certificate, Aadhaar card, educational certificate, bank passbook, etc.) are to be submitted by the applicant.
Applications are verified by the concerned Head of Institution/Block Development Officer and forwarded to the District Welfare Office for approval.
5. Sanction and Disbursement
Verified applications are sanctioned by the District Welfare Officer or competent authority.
The sanctioned amount/subsidy is transferred directly to the beneficiaries’ bank accounts through DBT (Direct Benefit Transfer) mode to ensure transparency and avoid leakage.
6. Monitoring and Evaluation
The implementation of subsidy programmes is periodically reviewed by the District Welfare Officer.
Physical and financial progress is reported to the Directorate of Welfare, Government of Odisha.
Audit and inspection are conducted regularly by internal and external authorities.
