Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aim & Objectives of the Organization:

     Diversification of function in the field of Occupational Research, Vocational Guidance and Employment Market information under the ambit of Employment Exchanges (Compulsory Notification of Vacancies) Act, 1959 which was enacted in 1959 and brought into force with effect from 1st May, 1960.

2. Mission & Vision:

To implement the purpose and provisions of the Employment Exchanges (C.N.V) Act.

3. Brief History & Background for its Establishment:

     The Employment Service came into existence in India under the stress of post-war demobilisation. Towards the end of the Second World War, the need for a machinery which could handle orderly re absorption of civil life, of a large number of service personnel and war workers who were about to be released as keenly felt. Till the end of 1946, Employment Service facilities were restricted to demobilised service personnel and discharged war workers. In 1947, consequent upon the partition of the country, the Employment Exchanges were called upon to deal with the resettlement of a large numbers of persons who were displaced as a result of partition. In response to popular demands, the scope of the service was gradually extended and by early 1948, Employment Exchange were thrown open to all categories of applicants.

4. Organisation Charges:

     The District Employment Officer, Gajapati, Paralakhemundi is in-charge of District Employment Exchange, Gajapati.

5. Allocation of Business:

     The day to day official business are being followed as per provisions of the Employment Exchanges (CNV) Act, 1959.

6. Duties to be performed to achieve the mission:

     As assigned by the D.G.E & T., New Delhi (Govt of India) as well as the Directorates of Employment, Odisha as per the provision of the Employment Exchange (C.N.V) Act, 1959 and rules, 1960.

7. Details of Service Rendered:

i) Classifying and registration of applicants who call for employment assistance.
ii) Classifying of vacancies notified by the employers.
iii) Matching and submission of suitable applicants against notified vacancies.
iv) Assessing the comparative skill and knowledge of workers within the same occupation.
v) Reporting statistical data concerning the employment market and classifying occupation literature.
vi) Formulating of Guidance Programme comprises of activities conducted in and outside the premises of Employment Exchange in order to render vocational guidance to individual or groups of individuals.

Public Interaction are made regularly.

Procedure Followed in Decision Making Process

[Section-4 (1) (b) (iii)]

1. What is the Procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other Rules/ Regulations etc. can be made).

     The District Employment Officer being a District level Officer, he follows the procedure and decision as per the provision of the Employment Exchanges (C.N.V) Act, 1959 for implementation Service in the district and also abides the instructions issued by the appropriate authorities from time to time. The Collector, Gajapati is the Chairman of the District Committee on Employment.

     The District Employment Officer is to ensure that all instructions are fully understood and implemented by his staff. Difficulties in the interpretation of instructions are being referred to the Director of Employment, Odisha.
