Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)]

1. Aim and Objective of the Organization :

a) All round development of marine Fisheries and its fishers of the state
b) Coordination , Monitoring, & Evaluation of the development of marine fisheries in the costal  district of the  state.

c) Maintenance of marine ecosystem through development of Mari culture and sustainable rational
exploitation of the resources.
d) Harnessing Marine Resources in greater proportion keeping in mind the environmental issues
e) Hearing and disposal of the cases pertaining to OMFRA as Adjudicating Officer.
f) Improving Professionalism through training/ counseling of major stakeholders involved in
Fisheries  Sector.
g) Forming Cooperative's and SHGs for community participation and expanding market potential.
h) Dissemination of new technology through its extension machinery.
i)  Providing livelihood support to unemployed youths through Self Employment Programme under
different schemes of marine fisheries.

2. Mission/ Vision:

   The following GoI Schemes and Programmes are being operated under the Fisheries Department:

A) Centrally Sponsored Plan Schemes:

i) Motorization of Traditional Crafts (50:50).
ii)
Welfare Schemes for Fishermen.
a) Construction of low cost house - NWFF (50:50).
b) Saving-cum-relief Scheme (50:50).
c) Group Accident Insurance for Active fishermen (50:50).
iii) Development of Fishing Harbors & Jetties (50:50).
iv)Fishermen Rebate on HSD Oil (80:20).
v) Fisheries Training & Extension (80:20).

B) Central Plan:

i) Strengthening of Database & Information Networking for Marine Fishery Sector.
ii)
Enforcement of Odisha marine fishing Regulation Act.

C) Special Programmes:

  Support to Training & Employment Programme for Women (STEP) (90:10) -Assistance from  Ministry of HRD, Department of Women & Child development Training programme for sep under state plan - educated unemployed youth on various aspects of value added fish and dry fish products.
D) State Plan :

   RIDF - Rural Infrastructure Development fund utilization support to strengthen road infrastructure facilities for development of F.H/ F.L.Cs of the State.

3. Brief History and Background for its Establishment :

   The plan, programme and policies of Marine Fishery Sector of the Dept. are carried out through the Marine sector of Directorate of Fisheries, Odisha and Dy. Director Fisheries (M.S) Cuttack. The Dy. Director of Fisheries (Marine South) Cuttack, was created in the year 1981 to look after all-round development of Marine Fishery activities in the State. It is basically a service sector and extension oriented technical branch of the Department, which promotes scientific and sustainable exploitation Marine resource of the state in the state and look after the all-round welfare of marine Fisher of the state.

4. Allocation of Business:

   Administration, Implementation of Plan/ Non-Plan Programmes, Canalization & Monitoring of funds, Collection of Revenue, Implementation of OMFR Act/ Rules, formulation of policies and implementation thereof.

5. Duties to be Performed to Achieve the Mission:

   Performing the duties & responsibilities assigned to this zonal office with area of operation being throughout the marine sector of the state.

6. Details of Services Rendered:

   To render technical advice on developmental activities pertaining to marine Fisheries Programme of Govt. and private agencies with subsidy support. Disposal of the cases pertaining to OMFRA.

7. Citizen's Interaction:

  This is achieved by organizing meetings/ awareness camps by Officers & staff of the Department during village meetings, Training camps, TV & Radio/ GRAMSAT Programmes.

b) Asst.Director of Fisheries (Marine) of the coastal districts of the state i.e. Balasore, Bhadrak , Kendrapara, Jagatsinghpur, Puri and Ganjam & A.D.F. (B&T) Balugaon.
c) Marine Fishing Bases like Paradip & Chandipur headed by the Jr. Fishery Officers.
d) Marine Fishery Extension units established through out the costal districts of the state headed either by Fishery Extension Officer and Dy. Supdt. of Fisheries supported by Fisheries and Fishery Demonstrators at the Block level.

10.00 AM to 5.00 PM (Except Public Holidays).

1. Fisheries Statistics on different aspects are collected following traditional methodology. Such data are scrutinized and complied for use for different purposes.

2. A centrally Sponsored scheme "strengthening of date base and information Networking in fisheries sector" has been introduced by the Govt. of India. The objective of this scheme is to collect fisheries statistics related to marine sectors through scientific methodology developed respectively by CMFRI, Kochi.
