Functions and duties:

The functions and duties of B.B.E. Section, Collectorate, Nabarangpur are as follows:

  1. Brief History of the Public Authority and context of its formation:

     The B.B.E Section, Collectorate, Nabarangpur has started functioning since inception of the district i.e.2.10.1992 in the Collectorate, Nabarangpur. The District Magistrate & Collector, Nabarangpur has all the power in respect of BBE Section. However, the Addl. District Magistrate, Nabarangpur, being delegated with the power, by the Collector, Nabarangpur (Head of Office) is empowered for sanction of GPF advances, annual periodical increments, leave etc of non-Gazetted employees of Collectorate, Nabarangpur and Sub Divisional Establishment and all other matters as and when ordered by the Collector, Nabarangpur.

     The Deputy/ Assistant Collector, Establishment, Collectorate, Nabarangpur is empowered for signing of bills of District establishment , Sub division establishment under different units, preparation of budget, approval of tour particulars of staff of B.B.E Section, sanction of casual leave of staff of B.B.E section, disposal of routine files, endorsement of important files to the Additional District Magistrate, Nabarangpur & Collector, Nabarangpur, ensure proper implementation of HRMS Project as AHIO, fictionalization of National e-Governance Cell implemented by the Department of Information and Technology as Nodal Officer and other establishment related matters as and when ordered by the Additional District Magistrate, Nabarangpur and Collector, Nabarangpur. The Deputy / Assistant Collector is also responsible for timely disposal of the letters received from different quarters and timely disposal of the claims of the stakeholders.

LAND ACQUISITION SECTION, COLLECTORATE, NABARANGPUR:

Aims and objectives of the organization

Acquisition of private a land for the purpose of setting of Industrial, Mining, Irrigation Project, National Park & Sanctuaries, Urban Project and Linear Project like Road and Railways, Power Lines and any other projects as per Right to Fair Compensation & Transparency in Land Acquisition Rehabilitation and Resettlement Act, 2013 on getting the requisition from the concerned Authorities.

Mission/Vision

Acquiring the land by the stipulated time and handing over the possession of the same to the Requisitioning Authority. Also ensuring absolute re-settlement and rehabilitation of displaced persons.

Brief history and background for its Establishment

The Land Acquisition Section, Collectorate, Nabarangpur has started functioning since inception of the district i.e. 02.10.1992 in the Revenue Section, Collectorate, Nabarangpur and it started functioning separately since 07.06.2002. The District Magistrate & Collectorate, Nabarangpur has all the power in respect of Land Acquisition Section, however, the Land Acquisition Officer, Nabarangpur being delegated with the power performed all the duties of the Collector as envisaged under Right to Fair Compensation & Transparency in Land Acquisition Rehabilitation and Resettlement Act, 2013.

Duties to be performed to achieve the Mission

Ø  On receipt of the application in Form-A completed in all respect for acquisition of land, the District Collector shall make summary scrutiny of the application shall forward to the State SIA Unit for conducting SIA studies.

Ø  Awarding compensation to the land losers

Ø  Rehabilitation & Resettlement of displaced families as enumerated in ORR Policy, 2006.

Acquisition of private land for various purposes, payment of compensation to the land losers, rehabilitation and resettlement of displaced persons.

Details of services rendered

Land was acquired for Minor Irrigation project, RD Road, Nation Highways, DRDO (Ministry of Defence) in the Nabarangpur district. So also for the private project Mangalam Timbers Private Limited.

Aims and objectives of the organization

The Judicial Section in a collectorate plays a crucial role in maintaining law and order, enforcing judicial processes, and handling legal matters within the district. It deals with various aspects of civil and criminal justice, including handling notices, civil suits, and cases related to law and order. Additionally, it manages matters related to specific acts like the Arms Act, Explosive Act, and the Stamp Act. The Judicial Section also handles legal aid, atrocities atrocities against SC/ST, and other legal matters.

This Section of Collectorate deals Assistance to persons affected by Calamities and in distress condition to indigent persons suffering from critical ailments and to undertake charitable activities for public welfare. Ex-gratia to the NOKs of deceased due to Lightening, Drawing, Snake bite, Fire accident etc.Assistance towards HBA, Utensils, Clothing and Sand cast due to flood. Subsidy to the affected farmer due to pest attack/ Un-Cyclonic rain, flood & Drought, Covid-19 management

Aims and objectives of the organization

            For smooth management of Revenue Administration of the District and ensuring justice to the people of the District in general and particularly to S.T.s/ S.C.s, poor, deprived and weaker sections. Besides, Digital India Land Records Modernisation Programme (DILRMP) has been adopted by the State Government since 2008. The objectives of the programme is to develop a modern, comprehensive & transparent land record management system with an aim to develop an Integrated Land Information Management System with Inter alea (i) improve real time information on land (ii) Optimize use of land resources (iii) Benefit both Landowners & Prospectors;(iv) assist in policy and planning (v) reduce land disputes (vi) Check fraudulent/benami transactions (vii) Obviate need of physical visits to revenue/registration offices (viii) enable sharing of information with various organisations/agencies (ix) provide error-free, transparent & temper-proof land records (x) aiming to provide security of tenancy to citizen & (xi) simplify procedure of transfer of property title, etc. of the above the measure components and activities of the programme is depicted as under:

(ii) Digitization of Cadastral Maps.

(iii) Integration of RoR (Textual) and Cadastral Maps (Spatial)

            Creation of DILRMP Cells at Administrative Training Institutes & / or the survey/revenue/Patwari training institutes of the state.

6. Project Management Unit

            To provide human resources and other infrastructure to provide support of the effective implementation of various components of the DILRMP.

7. Computerisation of Revenue Court Management System

            Computerisation of all Revenue Courts and their integration with land records.

Apart from the above, the District level monthly review on progress and achievement are being conducted under the Chairmanship of Collector, in which all Tahasildars / Sub Collector including all District level Officers are attending.

Details of services rendered

Ø  Dealing with all Revenue matters of the employees of Revenue Administration. This section is making correspondences with Government is Revenue and Disaster Management Department.

Ø  Implementation of Acts and Rules in force in respect of Revenue related matters of this District in letter and spirit.

Ø  Taking special efforts for augmentation of collection of revenue from every aspect  i.e. land Revenue, Water rate, Revenue of different (i) Dist. Sub Registrar, Nabarangpur (ii) Sub Registrar, Dabugam/Kodinga & Umerkote, Excise Revenue, Revenue from Motor Vehicle, Revenue from Commercial tax, Revenue from Co-operation service and Misc. Revenue, Royalty collection significantly.

Ø  Supervision & monitoring of all the Revenue Institutions i.e. Sub Collector’s Office, Tahasil Offices and Sub registrar’s Office.

Ø  Act as highest appellate court with reference to Revenue courts in respect of Act & Rules of the District.

Ø  Monitoring the land Records in proper & systematic manner in the District record Room.

Ø  Act as Record keeper for all files, folders cases consigned there of this District.

Ø  Redressal of the grievances of the people especially poor and deprived people and weaker section relating to land matter.

Ø  Assessment of water rate to the concerned area of the M.I.P.s of this District under Irrigation Act.

Ø  Remission of water tax for those landholders not getting irrigation from the M.I.P.

Ø  Supervision and monitoring of Odisha Traditional Forest Dwellers (Recognition of Forest rights) Act, 2006.

Ø  Supervision and monitoring of land related problems under regulation 2 of 1956 and O.L.R. Act, 1960.

Ø  Supervision and monitoring of conferment of Dafayati Rights.

Ø  Levying of Royalty rate in different executing agencies under O.M.M.N.C. Rules, 1994.

Ø  Supervision and monitoring of protection of Government land from encroachers under O.P.L.E. Act and Rules there under.

Ø  Highest approving and confirming authority of all subordinate Revenue Courts.

Ø  Lease of Govt. land for Land Bank of IDCO authority with a view to Industrialization.

Ø  Alienation of Govt. land in favour of other Department particularly in case of S & ME Department/ Higher Education for the regularisation of possession of different Schools over Govt. land not being issued with RoR etc.

Ø  Lease of Govt. land in favour of homesteadless persons of the district under flag-ship programme of “Vasundhara”.

Ø  To provide all logistic support to the NHAI authority in completion of Six-way-lane of economical corridor from Vishakhapatnam to Raipur passing through Nabarangpur District.

Ø  Lease of Govt. land in favour of Railway authority of India for the linked railway line from Jeypore to Nabarangpur.

The development sanction department, often called the Development Section, plays a crucial role in monitoring and overseeing various development schemes implemented by different line departments. This section ensures the proper execution of works related to various sectors like agriculture, infrastructure, education, and health.

Regular reports on the progress of development schemes are prepared and submitted to the government. The section may be involved in the release of funds to the respective line departments for the execution of development projects. Line departments are responsible for implementing the approved projects, and the Development Section monitors their progress

This Section of Collectorate deals with maintaining proper check & balance of accounts and monetary transactions of the office of Collector & District Magistrate, Nabarangpur. This Section is also looks after the property of Collectorate and management of Circuit House of Nabarangpur district.

Aims and objectives of the organization

 In a democratic set up it is through the election that the electors express their choices of the candidate to represent them. For which the Election Commission of India is the apex body who plays the vital role in the process of free and fare election to provide a transferable from of Democracy to the people as per the Rules and Regulation of the representation of the People Act, 1951 and Conduct of Election Rules 1961.

   For the smooth conduct of election at the level of District administration the Collector and the District Election Officer has the overall responsibility and the District Election Machinery under the command and control of the Collector and District Election Officer plays a vital role on ensuring the purity of electoral process and the smooth conduct of elections.

Mission/Vision

To ensure smooth and fair elections to Lok Sabha & Odisha Legislative Assembly and sent reports and returns to Govt. as and when called for or as per the instructions.

Brief history and background for its Establishment

The election section, Collectorate, Nabarangpur has started functioning since inception of the District i.e. 02.10.2000 in the Collectorate, Nabarangpur. The Collector & District Magistrate is the District Election Officer who has been empowered with all election matters within the district. The District territorially covers a portion of 04 No. of Assembly Constituency and 03 No. of Parliamentary Segments under the Returning officer (Collector) of 12- Nabarangpur (ST) PC

Duties to be performed to achieve the Mission

i) Enrollment of names of eligible electors in the photo Electoral Rolls.
ii) Issue of Elector's Photo Identity Cards (EPIC) to eligible electors
iii) Conduct of general Election to house people & Legislative Assembly in free & fair manner.

Allocation Business

To conduct free and fair election , Revision of electoral rolls & voter photo identity cards as per the guidelines of Govt. Home (Elections) Department, Odisha, Bhubaneswar

Details of services rendered

Deals with the conduct of election process in the district. In includes Revision of Electoral Rolls, Generation of EPIC, conduct of By- Election, General Election to Lok sabha & Odisha Legislative Assembly etc.

This office is an integral section of Collectorate and the Assistant Collector works as Section In Charge.
