         Minor Irrigation Projects are meant for protective irrigation which is highly sought during water scarcity period. It supplements the rainfall as are mostly classified under class-Ill or IV, with depth of irrigation supply of 18"/ 9".

Citizens Interaction:

        More emphasis is given now not only for horizontal expansion of water resources but also for proper utilization/ management of created potential through PIM & IMT. In this direction, formation of Pani Panchayat (PP)/ WUA in Minor Irrigation Projects are having significant role. Ending September, 2020, 2645 Nos. of Pani Panchayat has been formed, as per Odisha Pani Panchayat Act. 2002 (w.e.f 15.11.2002] & Odisha Pani Panchayat Rule 2003 (w.e.f 23.04.2003). 2645 No. of MIPs has been handed over to the Water user associations/ Pani Panchayats for its operation & management. Providing flow irrigation to the crop through M.I.Projects at the appropriate time, to the required extent depending on the availability of water is the main service rendered by the Organization.

PREFACE

Odisha has the geographical area of 1,55,707 ! Sq. Km. out of which K-B-K districts comprise 47,646 Sq. Km.(30.6%) of the state. The Minor Irrigation (Flow) projects spread over 29 districts of Odisha (except one district i.e. Jagatsingpur) and 5953 sq. Km is earmarked as designed ayacut to meet through flow irrigation and proposed 364 Sq. Km of Ongoing projects are through Mega lift irrigation. Besides this Minor Irrigation also executes the "In-Stream Storage Structures" or "Check Dams" with the multi disciplinary benefits like ground water recharge domestic use or for lift irrigation points.

The Minor Irrigation Organization (Erstwhile Rural Engineering Organization, i.e. R.E.O.) was created in the year 1962 under Rural Development Department. On abolition of R.D. Department on 15.06.1980, Minor Irrigation (M.l.) Organization was brought over under Irrigation & Power Department. Again it came under R.D. Department from 24.03.1990. Finally since 1996, it is under Water Resources (W.R.) Department. Minor Irrigation (Flow) takes care of construction, maintenance and management of Irrigation Projects of Cultural Command Area (CCA) ranging between 40 ha. to 2000 ha. utilizing the surface flow. The total available CCA that can be irrigated through M.l. (Flow) is about 1.0 Million ha., against which 63.1 % has been harnessed so far with the inclusion of MEGA LIFT projects.

Over the years, efforts have been made to construct a number of Minor Irrigation Projects throughout the State. The total irrigation potential under Khariff through Minor Irrigation (Flow) ending September 2020 was 7,16,098 Ha. Out of 4169 Ml Projects, 28nos comprise Mega Lift Projects which irrigates from 500 ha. to 2000 ha. through lift systems in convergence with Electrical and Mechanical means. And 149 M.I.Ps are Large Dams as per ICOLD (International Commission on Large Dams) norms i.e. either (i) Dam Height is more than 15 M or (ii)Dam Height in between 5M to 15M with storage 3M Cum or (iii)Dam Height 10M to 15M & Length of Dam is either 500M or storage 1 Mcum or Maximum Flood discharge 2000 Cumec or unusual design or problematic foundation.

The Minor Irrigation (Flow) Organization is functioning under the Department of Water Resources, Government of Odisha is headed by one Chief Engineer with Headquarters at Bhubaneswar and Six territorial Circles as Central Minor Irrigation Circle, Bhubaneswar. (CMIC), Eastern Minor Irrigation Circle, Keonjore. (EMIC), Northern Minor Irrigation Circle Sambalpur (NMIC), KBK

Minor Irrigation Circle-1, Bhawanipatna. (KBK-I,M 1C), KBK Minor Irrigation Circle-ll, Jeypore. (KBK-II,MIC) & Southern Minor Irrigation Circle, Berhampur. (SMIC). The Office of the Chief Engineer is well furnished with Planning, Design, Estimating and Computer Cells.

The works of Minor Irrigation Projects are executed following prescribed Standard Specification of the Department of Water Resources & OPWD. Efforts are also being made to complete new MIPs within a span of 2 to 3 years time to harvest immediate benefit. Initiatives have also been taken to renovate/ modernize the completed but not fully functional Projects, Partly Derelict (PD) and Completely Derelict (CD) Projects in phases under various schemes like RIDF, AIBP, External Assistance, Centrally sponsored scheme, RSVY, MNREGS, RR&R of Water bodies, ACA, BKVY, etc.

More emphasis is given now not only for horizontal expansion of water resources but also for proper utilization/ management of created potential through PIM & IMT. In this direction, formation of Pani Panchayat (PP)/ WUA in Minor Irrigation Projects are having significant role. Ending December, 2013,1883 nos.-of Pani Panchayat has been formed, as per Odisha Pani Panchayat Act, 2002 (w.e.f. 15.11.2002) & Odisha Pani Panchayat Rule 2003 (w.e.f. 23.04.2003). 1685 no. of M.I.Ps has been handed over to the Water user associations/ Pani Panchayats for its operation & management. Trainings are also being imparted at regular intervals to the office bearers & farmers of Pani Panchayats at premier training institutions like WALMI & IMAGE as well as outside Odiash at WALAMTARI at Andhra Pradesh on operation & maintenance of the MIPs.

BRIDGE-CUM-BARRAGE:

A State Level Monitoring Committee was held on 4th June 2012 under the Chairmanship of Chief Secretary, Govt, of Odisha to implement the Bridge-cum-Barrage Project. Check dams can be upgraded to Bridge-cum-Barrage Projects at the feasible sites; so that the water storage height can be increased, Road connectivity, ground water recharge, drinking water supply, mega lift facilities can be availed from the scheme. There are 136 nos of sites have been identified in various districts of Odisha. Survey investigation and design of the B-C-B projects are in progress. Socio Economic Study of the blocks involved under the schemes is being prepared at the pre­implementation stage of the projects. The impact of these projects will be evaluated along with efficient use of Irrigation water after implementation of the same.

Mega lift schemes:

Till date in the state, extensive area very close to water source are frequently affected by drought even during Khariff season. Government of Odisha have decided to have Mega lift Irrigation Projects which is proposed to irrigate about 2,11,130 hectares through individual schemes of about 500-2000 ha upland areas on either side of rivers and reservoirs. There are 173 no. of Mega lift schemes has been initiated in 15 clusters for implementation in 99 blocks of 24 districts.

Odisha Community Tank Management Project (OCTMP):

Government of Odisha in partnership with Government of India have initiated a project to repair and rehabilitate approximately 324 Minor Irrigation Tanks with command area of 40 ha to 2000 ha and covering 0.60 lakh ha across the state with assistance from World Bank with an institutional framework for participatory irrigation management and livelihood development.

All sincere efforts have been made to bring out this volume of Minor Irrigation Booklet 2013 to be accurate & exhaustive. However, reporting of errors & omissions and suggestions for improvement of this volume is welcome for updating in the future publications.

Grievance Redress Mechanism:

        Oral grievances and petition in person are received by the Chief Engineer in the office between 3.30 P.M. to 5.00 P.M. on every Wednesday (excepting holiday).

       For sub-ordinate offices, the grievance petitions are received as and when submitted and actions for redress are taken immediately or in due course.
