Particulars of Organization, Functions & Duties

  1. Objective/purpose of the public authority:
    The aim & objective of the organization is to carry out survey & investigation, field study, collect different hydrogeological data pertaining to ground water resources of the State, compile & store it for the use of policy makers/ decision makers/ stakeholders working in water sector and provide solutions to the Department of Water Resources in different aspects of Ground Water Resources availability, assessment, development and management. The Directorate of GWD, Odisha was formed with the major objectives of;

    i. To enact model bill on legislation of ground water and regulate its use through establishment of a Govt. organization vested with appropriate mandate as per the suggestion of Govt. of India (GOI).
    ii. To assess the ground water potential of the State, work out the status of ground water development in different areas monitor its quality for different users through implementation of National Hydrology Project.
    iii. To make ground water survey & investigation more result oriented.
  2. Mission / Vision Statement of the Public Authority:
    The Organisation in order to achieve its aims & objectives is responsible to the works of carrying out Hydrogeological survey & investigation of GW resource, data collection, compilation, storing, dissemination to different surveys and execution of artificial recharge structures which would help in development and better management of ground water resources of Odisha. The vision/ mission of the Directorate is as under:

    a) The Directorate of GWD is the nodal agency for conducting hydrogeological survey & investigation work relating to ground water resources of the State both in terms of quantity & quality and preparation of Hydrogeological Reports.
    b)Routine monitoring of Ground Water level & Ground Water quality & capture time series GW data from multiple observation stations distributed throughout the entire state.
    c)Implementation of National Hydrology Project (CSS) with an objective of effective and efficient use of hydrological data / hydrological information system in water resource planning & management with better productivity, efficacy and cost effectiveness of water relates investments. Such objectives ultimately aim at efficient management of the available ground water resources.
    d)Execution of Artificial recharge project for augmentation of Ground Water Resources assessment in the state in collaboration of the (GWB) as per the guidelines fixed at National Level.
    e)Ground water resource assessment of the state adopting GEC-2015 norms jointly with CGWB.
    f)Enactment of Ground Water Bill in the state & Establishment of State Ground Water Authority (SGWA).
  3. Brief History of the public authority and context of its formation:
    The State Govt. through RD Dept Resolution No. 25469 dt. 29.12.1995 decided to form a new Directorate called as “Directorate of GWS&I” to function under the control of DoWR, Govt. of Odisha. A Director, in the rank of Chief Engineer headed it along with support staff. Total 341 regular posts were transferred from OLIC under the control of Director, GWS&I and the Directorate  started functioning with ten field Divisions namely, Remote Sensing Division, Bhubaneswar, GW (Mechanical) Division, Bhubaneswar, Hydrology Project Division, Bhubaneswar, GWS&I Division at Berhampur, Phulbani, Bhabanipatna, Bolangir, Sambalpur ,Baripada & Cuttack. The GW Division, Phulbani bodily shifted and re-located at Rayagada redefining its jurisdiction. Moreover, under this Directorate five water quality laboratories are functioning at Sambalpur, Baripada, Bolangir, Berhampur and Bhubaneswar. There are about 1041 ground water observation stations which are being monitored 4 times a year continuously. Subsequently the Directorate GWS & I was renamed as Directorate of Ground Water Development (GWD), Odisha during 2016 through a DoWR Notification. Recently, in 2020 three (3) more divisions at Angul, Kandhmal & Koraput  were added under this Directorate.

    Execution of Artificial Recharge Project & RRHS in the state:

    This Directorate implemented a state sector scheme “RRHS & GR” during 2014-15 to 2018-19 in 11 towns of Odisha. The Directorate also one of the implementing agency in World Bank aided Hydrology Project-I (1996-2003) & Hydrology Project-II (2003-2014)

    Duties of the Public Authority:

    4.1 Chief Engineer & Director, GWD

    • To exercise full technical, supervisory and administrative control over GWD organization.
    • To approve/ sanction the supervisory working estimates recommend /submitted by SEs and Divisional officers.
    • To act as Nodal Officer of NHP-Odisha.
    • To keep contact with the officials of National Project Management Unit (NPMU), Ministry of Water Resources, Govt. of India, New Delhi as well as the consultants engaged for NHP.
    • Inspection of field Divisions and their activities periodically.
    • Submitting proposals to DoWR, Govt. of Odisha for approval.
    • To keep contact with Regional Director, CGWB, South-eastern Region, Bhubaneswar regarding GW activities in the state.
    • To ensure Departmental codes, Acts, Rules are strictly followed by all.
    • To   exercise the entire establishment powers as the H.O.D relating to the establishment matter of the employees of GWS&I Directorate.

    4.2 Superintending Engineer (L-1) (GWD):

    • To provide technical guidance on GWD activities in the State to the field Divisions in consultation with Director (as and when required).
    • To sanction/recommend supervisory and working estimates submitted by the field Divisions as per the norms of OPWD code.
    • To assist the Director by recommending/ suggesting the establishment matters.
    • To review periodical progress reports received form Division(s) and suggest to the CED, GWD.
    • To inspect GWD field Divisions and sites wherever necessary. 

    4.3 Superintending Engineer (L-2):  

    • To provide technical guidance on NHP activities relating to Odisha-GW in consultation with the Nodal Officer NHP, Odisha. (If necessary).
    • To represent Odisha-GW on behalf of the Nodal Officer to various meetings/seminars/ workshops/ committees in the state/central level relating to NHP works.
    • To sanction himself /recommend supervisory and working estimates (as the case may be) relating to NHP activities for sanction by the N.O. (NHP-Odisha), as per the norms of OPWD code/ NPMU Guidelines.
    • To review the periodical reports received from Divisions/prepared by the Directorate office, compile the same at Directorate level and submit to state /central Govt.
    • To inspect GWD field Divisions and sites whenever necessary.
