Particulars of Organization, Functions & Duties

1. Aim & Objectives of the Organization:
The Hirakud Dam built across river Mahanadi near Sambalpur, Odisha is one of the earliest multi-purpose river valley projects of India, which was commissionedin 1957. Spanning an area of 743 km2 when full, the reservoir is the most important water infrastructure of the state contributing water to the powerhouse having installed capacity of 307.5 MW, irrigating 2,64,478 ha of Culturable Command Area annually in Bargarh, Bolangir and Subarnapur districts; and providing flood protection to 9,500 km2 of Mahanadi Delta, which is thickly populated.
The total length of the dam and dykes is 25.8 km. Length of the main dam is 4,800 m with two spillways.The left spillway has 40 sluice gates and 21 radial crest gates. The right spillway has 24 sluice gates and 13 radial crest gates. The total discharging capacity of both the spillways is 42,450 cumecs (15 lakh cusec). Taking into account the operational constraint of few gates the effective discharge is about 36,806 cumecs(13 lakh cusec). The Central Water Commission (CWC) in 1997, reassessed the Inflow Design Flood with up-to-date data and the revised design flood was computed as 69,632 cumecs (24.5 lakh cusec). Hirakud Dam being vital asset of the State its safety is unquestionable, hence the CWC advised to construct additional spillways at suitable locations to safely release the inflow design flood. Therefore it was decided by the Government of Odisha to undertake construction of additional spillway of Hirakud Dam with funding from the World Bank under Dam Rehabilitation & Improvement Project (DRIP) scheme.
2. Mission/ Vision:
Additional Spillway Division, Hirakud a territorial Works Division under the establishment control of Superintending Engineer, Hirakud Dam Circle, Burla and technical control of the Chief Engineer & Basin Manager, Upper Mahanadi Basin, Burla is primarily assigned with construction of Additional Spillway in 1st gap, on left of Gandhi Hillock of Hirakud Dam.
3. Brief History and Background for its Establishment:
The Additional Spillway Division, Hirakud was created vide Government of Odisha notification No.WR-FE-III-R&R-70/2017/29249 dtd.04-12-2017 and has started functioning since 11.12.2017. The office is functioning at Burla in the district of Sambalpur. Three Sub-Division Offices namely Additional Spillway Sub-Division I, II and III are functioning at Hirakud.
4. Allocation of Business:
This Division headed with an Executive Engineer, is segmented into three nos. of Sub-Divisions under the control of three Sub-Divisional Officers. The Sub-Divisions was have been allocated with the work as follows.
(i) Additional Spillway Sub-Division I, Hirakud:
This Sub-Division is headed by one Assistant Executive Engineer looking after the work construction of Left Dyke of Additional Spillway, construction of Spill Channel from RD 143 m to RD 570 m and LA & RR works of Additional Spillway Division, Hirakud. The Sub-Divisional officer is assisted by 1 no. of Assistant Engineer, 2 nos. of Junior Engineers, one peon and one watchman.
(ii) Additional Spillway Sub-Division II, Hirakud:
This Sub-Division is headed by one Assistant Executive Engineer looking after the work construction of Right Dyke of Additional Spillway, construction of Spill Channel from RD 570 m to 1440 m. of Additional Spillway Division, Hirakud. The Sub-Divisional officer is assisted by 1 no. of Assistant Engineer, 1 no. of Junior Engineers and one peon.
(iii) Additional Spillway Sub-Division III, Hirakud:
This Sub-Division is headed by one Assistant Executive Engineer looking after the work construction of Additional Spillway with stilling basin, construction of Spill Channel from RD 1440 m to RD 19-00 m (tail) of Additional Spillway Division, Hirakud. The Sub-Divisional officer is assisted by 1 no. of Assistant Engineer, 2 nos. of Junior Engineers, one peon and one watchman.
5. Details of Services Rendered:
(i) Construction of Additional Spillway of Hirakud Dam.
(ii) Rehabilitation and resettlement for Additional Spillway of Hirakud Dam.
