Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aims & Objectives of the Organization:

For effective functioning of Crane Records Systems and maintenance of Law and Order.

2. Mission/Vision:

i) To supervise, and streamline collection of all types of data under the police computerization scheme from Police Establishments.
ii) To supervise evaluate, guide and modernize crime records management at the District and State Levels.
iii) To function as a clearing house of information on Crimes and Criminals including criminals operating in the State Level and National and International Levels so as to assist the Police Investigating Officers and their supervising officers in linking crimes to their perpetrators.
iv) To store, co-ordinate and disseminate information on  crime/criminals including criminals operating in the state level and national and international levels so as to assist the police investigation officers and their supervising officers in linking crimes to their perpetrators.
v) To collect and process Crime Statistics of the Districts in the State of Odisha.
vi) To receive from the supplied data to correctional agencies approved by the Government for the correction and rehabilitation of delinquents, criminals and for the purpose of their remand parole, pre-mature release etc.
vii) To oversee and supervise the work of codification of Crime-Criminal- Finger Print data and dissemination of retrievals from Computer Centre to Field Officers.
viii) To serve as a feeding channel to the National Crime Records Bureau of the Government of India and maintain purposeful liaison with N.C.R.B. and counterparts in other states.
ix) To provide training facilities to personnel of the S.C.R.B. and of the D.C.R.Bx and other police personnel as required relating to the Police Computerization Scheme.
x) To undertake training programmes as and when entrusted by the N.C.R.B. or any other   Government Agency, at the discretion of the Director, State Crime Records Bureau.
xi) To undertake expansion of the process of computerization to other areas of Police work like those of Name, Index Pay    Rolls, Personnel information, Management Information Inventory control system, and Traffic Management Control of   Excise Offences etc. subject to availability of Computer tune and space.
xii) To undertake or help study of effects of the present scheme of Court Trials and procedures,   and sentencing policies on the subsequent   conduct of the criminals by furnishing facts and figures available at discretion of the Director, State Crime Records Bureau.
xiii) To undertake development and modernization of storage and preservation of data and records through the use of Microfilming, Laminating and such other devices.
xiv) To store data and furnish information on matters relating to general verifications for Government jobs, for passports for going abroad, arms licenses and such other matters as may be felt necessary, subject to availability of computer time and space.
xv) To undertake such other tasks as directed by the Inspector General of Police concerned, or by the Director General and Inspector General of Police, Odisha relating to the Police Computerization Scheme.
xvi) To maintain technical and supervisory control over all D.C.R.Bs, of the State for effective implementation of the Police Computerization Scheme.

xvii) To create comprehensive and Intregrated system for enhancing effectiveness of policing by adopting principles of e-goverance under the CCTNS Project.

3. History & Background of Its Establishment:

   State Crime Records Bureau was formed vide Government of   Odisha Home Department Resolution No. 40464/P dt. 23-07-88 and functioning at Rasulgarh Bhubaneswar headed by an Officer, designated as  Director State Crime Records Bureau
