Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Objective:

(i) To prevent HIV transmission and control its spread.
(ii) To reduce morbidity and mortality associated with HIV infection.
(iii) To reduce the adverse social and Economic impart resulting from HIV infection.
(iv) To Co-ordinate and strengthen STD/HIV/AIDS surveillance.
(v) To provide technical support in HIV/AIDS prevention and control to Govt. and Non-government organization.
(vi) To enhance the community awareness, specifically knowledge, attitude and practice of high risk group
(vii) To prevent heaith education materials for distribution and adoption by agencies working in AIDS control and prevention,
(viii) To channelise and integrate the activities of non-governmental organizations in AIDS control and prevention.
(ix) To promote safety blood and blood products and encourage voluntary blood donation movements.
(x) To provide facilities and to strengthen sexual transmitted diseases services in Govt. and provide medical institutions and practitioner.
(xi) To develop counseling services
(xii) To organize social support for management HIV infected and AIDS patients.
(xiii) To strengthen and modernize blood bank so that every unit of blood is screened for human immunio deficiency virus before transfusion to strengthen sexual transmitted diseased clinics and to coordinate sexual transmitted surveillance.
(xiv) To launch and intensive campaign about the preventive aspects of STD/HIV infections
Other related to the objectives stated above.

2. Mission/Vision Statement of the Public Authority:

(i) Removing misconception about HIV/AIDS and provide brief, accurate and complete information about HIV/AIDS by widespread campaigning through Print media, Electronic media and other public activities
(ii) Promoting of preventives for HIV&AIDS and STD infection.
(iii) Ensuring HIV free blood transfusion also monitoring and providing modern equipments to Blood Banks of the State.
(iv) Strengthening Sexually Transmitted Deceases clinics and Co-coordinating Sexually Transmitted Decease Surveillance
(v) Making Odisha a HIV/AIDS free State and implementing all the programme effectively

3. Brief History of the Public Authority and Context of its Formation:

The Govt. of India have offered to set up a state level society for implementation of National AIDS Control Programme and for smooth flow of funds from NACO to the society. How ever after careful consideration Govt have decided to set up the "Odisha State AIDS Control Society" in the state in the day of 14th  July 2004 by Health & Family Welfare Department under the Societies Registration Act 1860 with the foregoing aims and objectives.

4. Duties of the Public Authority:

(i) The authority shall be responsible for proper implementation of the National AIDS Control Programme in the state.
(ii) The authority shall ensure providing better service delivery points regarding   care support and treatment to People living with HIV/AIDS.
(iii) The authority shall execute the agenda as decided from time to time by the Executive Committee of OSACS.
(iv) The authority shall be responsible for proper Financial Administration and utilization of the funds for execution of the programmes.

5. Main Activities/ Function of the Public Authority:

(i) To strengthen and modernize blood bank so that every unit of blood is screened for HIV virus before transfusion.
(ii) To strengthen Sexually Transmitted Deceases clinics and Co-coordinating Sexually
Transmitted Decease Surveillance

(iii) To launch an intensive campaign about preventive aspect of STD/HIV infection.
Other activities relate to objectives of the society.
