But I request the authorities concerned to make a provision for accepting 1st and 2nd apeal cost by online by which the applicants who are living outside odisha can easily access the information.

The cost of information provided by under the Act should be subsidized. In this context, we demand that the price of photocopy and floppy and CD should be reduced(As per the market rate) to 50 paise, Rs. 10/- and Rs. 10/- per piece respectively. Presently, the price of photocopy per piece is Re.2/- , while the price of CD and Floppy is Rs. 50/- each.

Orissa RTI rules must be ammended/supplemented to user in the true intention of the RTI act-05 and to ensure that it becomes citizen friendly. Accodingly. the following changes are suggested from orissa soochana adhikar mancha (OSAM).
1. Fees for information from BPL/Antodaya/Arnapurna card holders should not be charged with due regards to the act.
2.Form A should be abolished and only postal address with name should be insisted upon. Only in case of doubts for foreign nationals it should be demanded.
3.Fees for first and second appeal are bad in law and are additional penalty on the applicant for not getting the information. So it should be abolished.
4.Application fee must be accepted in all available shapes like treasury challan,IPO,Bank draft,Money order and cash.
5.Rules should be framed towards realisation of compensation from the public authority if claimed by the applicant under the act.
6.Rules be made for open and transparent appointment of information commissioners through shortlisting by a select commite before final selection as per the provision in the act.
7.Preliminary notice be issued by the information commission within 7 days of receipt of complaint or second appeal.
8.Penalty under RTI act should be remarked in the annual performance report and be considered in points.
9.Rules should compel public authorities to set the norms as per section 4.1.b.iv of the act(suo motto disclosure) for all activities and schemes.
10.There should be provision for circuit benches to give justice at regional level as poor people find it difficult to come to info. commission at bhubaneswar.
