"Only in Odia Language"

Problem faced by the applicant :-
Due to absence of Odia language RTI query of the citizen was not solving at a smooth functioning way, people are not clear understandable and also, there was absence of transparency and accountability. RTI applicants were displeased before the Public Information Officer. Besides this there was increasing the pending RTI application in the Public Authority.

Utilization of RTI act as a tool by the applicant :-
Since Right to Information Act, 2005 is a sensitive matter for all the Public Information Officer and First Appellate Authority in a public Authority. Specially from Engineer- in- Chief, Water Resources, Bhubaneswar Er. Yasobanta Parida, Director, Personnel and Er. Nagendranath Maharana, Deputy Director, HRD tried to at most their best of level to establish the Complete communication in Odia language for RTI Cell and dissemination of RTI proactive disclosure at the public Authority level in Right to Information central Monitoring Mechanism(RTI CMM) Govt. of Odisha, which is accessible for the public domain at (www.rtiodisha.gov.in).particularly Engineer- in- Chief, Water Resources, Bhubaneswar and their subordinate offices. They have put forth a convenience RTI Cell by implementing Odia language which has constitutionally recommended by India Government on 11th of March 2015. Now all the Public Authority under the administrative control of EIC, Water Resources have disseminated their RTI proactive disclosure in Odia language in the RTI state portal namely Right to Information central Monitoring Mechanism(RTI CMM) Govt. of Odisha(Lokasoochana Adhikar), which is accessible for the public domain at (www.rtiodisha.gov.in). Now any citizen can access it throughout the world.

Content of Success Story :-
Engineer- in- Chief, Water Resources, Bhubaneswar was the pioneer Public Authority where head of the RTI implementing Agency Luminous Infoways Pvt. Ltd. Bhubaneswar Er. Tanmay Mohanty and Manager Sri Chitaranjan Mohapatra have facilitated regarding the management of RTI Act, 2005 and Right to Information central Monitoring Mechanism(RTI CMM) Govt. of Odisha(Lokasoochana Adhikar). In the beginning it was too difficult to broadcast RTI proactive disclosure in Odia language and make correspondence the RTI work among RTI related officers. But after giving hard effort and challenges by Er. Parida and Er. Maharana gradual it became possible, as a result with the collaboration and cooperation of all the section of Engineer- in- Chief, Water Resources, Bhubaneswar started apply of correspondence for all the RTI works in Odia language from subordinate offices to Department level. At present all the RTI related works is going on smoothly and, no. pending application is found. Citizen is also fully understandable and no complains. “As per the Odisha Govt. Official language Act 1954 Engineer- in- Chief, Water Resources, Bhubaneswar disseminated RTI proactive disclosure in Odia language at all public Authority level including correspondence of RTI Work in every sphere”. Right now 150 Nos. of Public Authority under the administrative control of EIC, Water Resources, Bhubaneswar have disseminated their RTI proactive disclosure in Odia language through Right to Information central Monitoring Mechanism which is on hand for the public domain at (www.rtiodisha.gov.in). Now any citizen can access it throughout the world. For this biggest achievement Right to Information central Monitoring Mechanism (RTI CMM) became the major media to outlook the RTI proactive disclosure in Odia language.

Process :-
From the view point of Odisha Govt. Official language Act 1954 Er. Maharana interacted to all RTI section officers with the recommendation of higher authority and dedicatedly started correspondence in Odia language for RTI work. For this some of the office instruction and process flow has been followed up.

Conclusion/Abstract of Success Story :-
Due to application of Odia language in RTI Act, 2005 through Right to Information central Monitoring Mechanism (RTI CMM) use of RTI become simpler. Especially Public Domain facilitated in a local language which may called colloquial speech.
