Particulars of Organization, Functions & Duties

1. Aim and Objectives of the Organisation:

     The aim and objectives of Subarnapur Division is management, protection, development and Afforestation programmes in the forests of Subarnapur District.

2. Mission/ Vission:

     To organize all forestry functions for management and development of forests with the participation of the village communities.

3. Brief history and background for its establishment:

     Divisional Forest Officer, Subarnapur Division is an office under Government of Odisha Forest and Environment Department, Odisha named as Divisional Forest Officer, Subarnapur Division, Sonepur having its jurisdiction in Subarnapur revenue District is in administrative charge of forests.

     A Divisional Forest Officer means a Forest Officer is in charge of the Subarnapur Division.

     Office named Assistant Conservator of Forest attached to the Division to assist the Divisional Forest Officer in the management of the Division is laying vacant in Subarnapur Division.

     The Subarnapur Forest Division is divided into four Forest Ranges or Executive charges namely, Sonepur, Binka, Ullunda and Bormaharajpur. The Ranges are sub-divided into sections, which are sub-executive charges which are further sub-divided into beats or protective charges.

4. Allocation of Business:

     All the technical works relating to proper management of forest business and finance of the Division rests with the Divisional Forest Officer who works subjects to the prescription of the working plan and any direction he may receive from him superior officers and in consultation with District Collector and within the frame work of different Forest Acts and rules.

     The activities are implemented in the filed on strict supervision of D.F.O., A.C.F., Range Officer, Forester, Forest Guard and V.S.S.

     It is the accountability of all the employees of the office for successful implementation of various forestry activities in the district with wide knowledge of the people with whom to deal and sympathy for their requirement and according to the forest policy prescribed with fairness and common sense.

5. Duties to be performed to achieve the mission:

i) Proper management of forest business and the finances of the Division as per the prescription of working plan and any directions received from superior officers.
ii)
Control the silviculture of the Division and work out all technical operations correctly.
iii)
To have a wide knowledge of the people with whom to deal and to have sympathy for their requirement.
iv)
To carry out the forest policy with fairness and common sense.
v)
Proper implementation of transit rules covering transit of forest produce and prevention of illegal and illicit transit of forest produce.
vi)
To carry out all the works pertaining to any scheme of A forestation that may be entrusted.
vii)
Scientific management and development of wildlife and other habitat of wildlife.
viii)
Protection of wildlife under Wildlife (protection) Act 1972 and rules framed. There under by both the state and central Government.

6. Details of Services Rendered:

(a) Divisional Forest Officer

i) He takes active part in all technical work subject to the prescription of working plan and any directions received from the superior officers.
ii)
He   ensures   timely   submission   of  all   reports   and   returns   as   prescribed   and canceled for from time to time.
iii)
He ensures the general management of the forests situated in his division and possesses direct control over the forest establishment employed there in.
iv)
He  should  make frequent inspection  of Check  Naka  Station  situated  in the Division.
v)
He implements the transit rules concerning transit of forest produce and shall prevent illegal and illicit transit of forest produce from the Division.
