Particulars of Organization, Functions & Duties

1. Aim & Objectives of the Organization:
The K.L. Organization is a part of Forest Department. The main aim of this organization is :
i) To procure quality kendu Leaves and generate more revenue to the State Exchequer.ii) To provide lively hood support to the primary collectors as well Seasonal Staff. This department is producing in production of Phal Kendu Leaves which is marketed by the OF.D.C. Ltd.
2. Mission/ Vision:
In its mission, the department use to produce more qualitative leaves, there by generating more revenue by in by incurring nominal expenditure through the O.F.D.C. Ltd for Kenduleaf Operation and the said revenue will be spent in rural area for their development through the K.L. Grant.
3. Brief History and Background of its Establishment:
Prior to Nationalization, this organization was a part of Forest Department (Territorial). After nationalization during the year 1972, as per Government Notification No. 16125-FAH, dated 13.12.1972, the Jeypore Kenduleaf Division came into existence in the year 1972 comprising of Malkangiri, Jeypore and Nabarangpur Civil Sub-Division of undivided Koraput District with fivc K.L. Range i.e. Umerkote, Raighar, Papadahandi, Boriguma, Jeypore and Malkangiri. Consequent upon creation of new K.L. Division at Nabarangpur, this division was bifurcated vide Government Notification No. 25618, dated 29.10.1990 by creating New Range like Jeypore, Mathili, Malkangiri, Balimela and Kalimela. Further, as per Memo No. 6207, dated 23.4.1991 of F & E Department, Muniguda K.L. Range was bifurcated from D.F.O (KL). Bhawanipatna and included in this Division and created 2 Ranges i.e. Rayagada and Bisamcuttack Headquarter at Muniguda. As per memo No. 747, dated 20.3.1993, Kotameta K.L. Range was created after reorgnization of Mathili and Malkangiri K.L. Range. Further, as per Office order No. 138 dated 8.8.2003 of Addl. Principal Chief Conservator of Forests, (KL), Odisha Rayagada K.L Range and was merged with Bisamcuttack K.L. Range and created a new Range at M.V.79 headquarter at M.V.79. The Bisamcuttack and Jeypore K.L. Range comes within Rayagada and Jeypore District respectively and other 6 Ranges like Mathili, Kotameta, Balimela, Malkangiri, Kalimela and M.V. 79 come under Malkangiri District.

5. Allocation of Business:
As delineated in the Odisha Government Rules of Business including instruction of General Administration Department, Odisha Forest Department Code, Kenduleaf Manual/ Act and other Rules issued form time to time.
6. Duties to be performed to achieve the mission:
The department fully responsible to achieve their targeted production by performing print, electronic and Oral Media.

8. Citizen Interaction:
This department organise Phadi committee in each collection centers to participate Programmes relating to Kenduleaves.
