Particulars of Organization, Functions & Duties

1. Aim and Objectives of the organization:

The public distribution system has been incorporated at item no. 28 of the 11th  schedule of the constitution. The production, supply and distribution of food grains subject to the provisions of entry 33 of the List-III (concurrent list) has also been envisaged as item no. 27 in the state list of our constitution. As a welfare state, it is the duty and responsibilities of the State Govt. to make sincere efforts to supply essential commodities to the community at a reasonable price to the common man who is the real architect of the democracy. At present schematic subsidized rice under BPL, AAY, Annapurna, SC/ ST Hostels, Welfare Institutions, Orphan ages and Jails are being provided by the state Govt. as well as Central Govt. at the Govt. fixed prices on monthly basis. The PDS wheat, levy sugar and S.K. Oil are being distributed to the identified consumers on monthly basis at the Govt. fixed prices.

2. Mission/ Vision:

To ensure timely arrival and distribution of PDS & TPDS commodities to the identified beneficiaries and the institutions as per the monthly entitlement at the Govt. fixed price.

3. Brief History and background for its Establishment:

Initially, it was established to curb the price hike of essential commodities and to safeguard the common interest of the consumers of the state. Presently, the system under PDS and TPDS has reorganized for the welfare of the identified beneficiaries of weaker sections of the society for their food security.

4. Duties to be performed to achieve the mission:

To implement the Govt. policies , instructions for ensuring distribution of PDS/ TPDS commodities to the beneficiaries under different schemes The enforcement measures are being conducted on a regular basis to prevent black marketing, hoarding & misappropriation of subsidized food grains supplied under PDS.

5. Details of Services Rendered:

All sorts of effective measures are being taken regularly by the executive agencies for timely arrival of PDS commodities at the retail points. The consumer awareness programme are being conducted at the all parts of the District to enlighten the consumers about their monthly entitlements and the Govt. scheduled price , etc.

6. Citizen' s Interaction:

To educate the consumers, the meeting, seminar, street plays consumers clubs, hoodings, banners, leaflets, student rally's and wall paintings at different public places are being made throughout the district from district to village level.

9. Working Hours both for Office and Public:

During Summer Season -7 A.M. to 1 P.M. During all working days
During other season - 10 A.M. to 5 P.M. During all working days

10. Grievance redress Mechanism:

Grievances of the public are being heared on the fixed grievance days at District level , Block level and GP level. Field inquiries are also conducted by the field functionaries to redress the grievances. Besides that, the complaint petitions of the consumers received from sanjog - helpline are being enquired within the time limit prescribed by the Govt.
