Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

1. Aims and Objective of the Organization:

      Procurement & Supply of Essential Commodities and equitable distribution at fair price shops in the District, like B.P.L. Rice, A.A.Y. Rice, A.P. Rice APL Wheat, Levy Sugar, APL Rice, SC/ST Hostel Rice & Kerosene Oil for distribution by the Organization among the Card Holders under different scheme in every month.

     Procurement of Paddy on Levy Account/ Custom milling on PACS/ Odisha State Civil Supplies Corporation account.

     Enforcement work under different Control Orders/ Odisha PDS Control Order-2008 under Essential Commodity Act, 1955.

2. Mission/ Vision:

     Ensure timely Lifting of different Essential Commodities in different schemes mentioned above & distribution of the same to the beneficiaries at Government approved prices.

     Purchase of paddy from Farmers/ Cultivators at M.S.P. fixed by Government through Millers and other Agencies in time from the Market Yards to prevent distress Sale of Paddy. To ensure effective distribution System, time to time enforcement measure is required.

3. Brief history and background for its establishment:

     In Odisha, the Dept. of supply originally known as Supply & Transport Dept. was setup on 4th February 1943. Since then the Dept. has been maintaining supply of essential commodities. The supply Dept. has been declared permanent with effect from 11th September-1957. The organization chart of the Supply Dept. showing various officers from Secretariat and in the district to deal with the responsibility entrusted to the supply Dept. The Civil Supplies Administration in the district is in General Charge of Collector & District Magistrate assisted by Civil Supplies Officer. In Sub-Division level one A.C.S.O. & in Block level one Inspector is posted to look after Public Distribution System and other matters.

4. Allocation of Business:

Relating to FS&CW Deptt. as mentioned Part-I & II.

5. Duties to be Performed to achieve the mission:

     Lifting of BPL/ AY/ AAY Rice, APL Wheat, APL Rice, SC/ST Hostel Rice & Levy Sugar from F.C.I. Depot is made through the Storage Agents appointed by OSCSC Ltd. The distribution of above commodities & K. Oil to the consumers is being made by the B.D.Os in rural area & by ACSO in urban area through the approved retailers.
