[Section-4 (1) (b) (i)]
1) Brief History & Background of Its Establishment:
Kendrapara District is one of the coastal Districts of the central Zone of Odisha, which is famous for Lord Baladevjew & his Prasad "Rasabali". Bay of Bengal is washing the feet of this district in the east North & the District of Bhadrak, Jaipur & Jagatsinghpur, surrounds other sides. It has. 2644,000 sq kilometers area having one sub-division & 09 Blocks. In these 09 blocks there are 232Gram Panchayats consist of 1647 villages, 01 Municipality & 01 NAC. The density of human population is 492 numbers pet sq kilometers where as the cattle & buffalo density is only 170 numbers per sq kilometers. Out of these 09 blocks, almost 07 blocks are affected either by flood or by draught or by both in every year. The irrigation facilities are available in limited areas of Kendrapara, Derabis, Marshaghai, Garadapur, Pattamundai & few G.P. of Mahakalpara Block. The density of breedable cattle & buffalo population is 705 per Panchayat in this District. 94.31 % of the human population is remaining in the rural areas & about 75 % of the rural population keeps livestock for their livelihood.
Due to flood area the villages are scattered & divided in to small hamlets. To maintain their livelihood the farmers are depending upon A.H. activities in food prone areas as Agriculture is devastated in every year either by flood or draught. Therefore the cattle &. buffalo breed able population are higher in the affected villages than the irrigated blocks. The Table- I indicating the-block wise VD, LAC & breedable cattle & buffalo population proved the above logic.
