Particulars of Organization, Functions & Duties

1) Aims & Objectives of the Organizations:

The aims & objects of the Excise Department, Mayurbhanj is to check excise crimes, collect revenue and the provide hygienic smooth liquor to the consumers.

2) Implementation of different wings of Excise Department:

The Primary aim and objects of the Excise Establishment, Mayurbhanj district is to collect revenue, prevention of Excise crimes & promote enforcement activities to curb illicit den as well as to book the unscrupulous boot legers those who are dealing with nefarious activities. Create Public awareness on the use and abuse of illicit liquor consumption through out the district.

3) Settlement of Excise Shops:

It is first and foremost responsibility of the Excise Department to create source for augmentation of Excise revenue by opening of Excise shops in order to cater smooth & hygienic liquor to the consumer at their nearest hand.

As per Bihar & Odisha Excise Act & Rules there under and in response with the Excise Policy of Government Excise Department, Odisha, Bhubaneswar from the Year to Year with a view to settle existing & newly proposed Excise shops i.e, IMFL 'OFF', 'ON', Outstill liquor, Country Sprit, Bhang, Tari Pachwai etc. the settlement process is started from the month of October in each year. On receipt of proposal from the field functionaries, Public objection is being invited from the General Public of that area where the shop is proposed to be opened as per Sec-22 and 26 (A) giving 15 days time in respect of shops proposed to be opened in urban areas and 30 days time in scheduled areas. Objections received within the stipulated date are enquired in to departmentally. Then the proposals along with objections & enquiry reports forwarded to the Government Excise Department through the Excise Commissioner, Odisha, Cuttack for necessary approval. Then on receipt of sanction order from the Government the shops are settled through drawal of lottery from among the intending applicant. In case of single application received for any shop, the shop can be settled out rightly in favour of the applicant & license shall be issued on receipt of requisite Government dues.

After settlement consideration Money fixed for the shop for that year shall be collected monthly. Minimum guaranteed quota of Mohua Flower in case of O.S. Shop, IMFL, Beer in case of IMFL, 'OFF', and Beer Parlour 'ON' shop have been fixed as per the norms prescribed in the Excise Policy details are given below.

a) Out Still Liquor Shops: 

Monthly M.G.Q of Mohua Flower shall be fixed @ 1.5 Qtls per thousands of monthly consideration money.

For Example-

i) Monthly consideration money Rs.10,000/-
ii) Monthly M.G.Q of Mohua Flower cores to 10*1.5= 15 Qtls.
iii) The Utilization fee per Qtls. is Rs.225/-
iv) The Transportation fee Rs.15/- per Qtls.

b) IMFL 'OFF' Shops:

Monthly MGQ shall be fixed @ 27 LPL of IMFL & 40.0 BL of beer in case of IMFL 'OFF' shops located in Urban areas @ 24 LPL IMFL & 35.0 BL of Beer in case of shops in rural areas.
