Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1. Objective and Purpose of the Public Authority:
(i) To encourage and promote study and research in the field paintings, sculpture, architure and applied arts.
(ii) To promote co-operation among artists and art association and to encourage the establishment and development of such associations.
(iii) To encourage the setting up of institutions to provide training and research in various fields of art.
(iv) To promote the establishment of art centers at District levels.
(v) To encourage the exchange of ideas between various schools of art by organizing Conferences, seminars, exhibitions etc.
(vi) To publish and to promote publication of literature on art, including monographs, journal and art album etc.
(vii) To establish and maintain an art gallery and a library for the benefit of the art centers and art associations.
(viii) To give recognition and to otherwise assist approved art associations.
(ix) To foster cultural contacts within the State and out-side through art exhibitions, exchange of personnel and art objects.
(x) To award scholarships and prizes to deserving artists.
(xi) To accord recognition to artists for outstanding achievement.
(xii) To encourage and foster the revival and development folk art.
(xiii) To promote the study of traditional art and craft techniques and to organize regional surveys of the same.
(xiv) To give aid to art associations and artists.
(xv) To do such other acts and things as may be required in order to further its objects.
2. Brief History and Background for its Establishment:
Whereas it is considered expedient to establish a State organization to foster and develop activities in the sphere of visual and plastic arts and to promote thereby the cultural unity of the State, we the following persons thereby resolve to establish and operate the "Odisha Lalit Kala Akademi".
3. Headquarters:
The Headquarters of the Akademi shall be at Bhubaneswar.
4. Main Activities/ Functions of the Public Authority:
a) The Akademi shall be a corporate body, shall have a perpetual succession and common seal and may sue and be used in its corporate name.
b) It shall have the following powers and functions, namely:
(i) To encourage and promote study and research in the filed of paintings, sculpture, architecture and applied arts.
(ii) To promote co-operation among artists and art associations and to encourage the establishment and development of such art associations:
(iii) To encourage the setting up of institutions to provide training and research in various fields of art.
(iv) To promote the establishment of art centers at Districts levels.
(v) To encourage the exchange of ideas between various schools of art by organizing conferences, seminars and exhibitions, etc.
(vi) To publish and to promote publication of literature on art, including monographs, journals and art albums etc.
(vii) To establish and maintain an art gallery and a library for the benefit of the art centers and art associations.
(viii) To give recognition and to otherwise assist approved art associations.
(ix) To foster cultural contacts within the State and outside through art exhibitions, exchange of personnel and art objects.
(x) To award scholarships and prizes to deserving artist.
(xi) To accord recognition to artists for outstanding achievements.
(xii) To encourage and foster the revival and development of folk art

(xv) To receive grants, subscriptions, gifts, endowments and other donations for carrying out the objects of the Akademi.
