Particulars of Organization, Functions & Duties

1. Aims & Objectives of the Organisation:

The organization is known as Bhadrak (R&B) Division. It is under the control of Engineer-in Chief (Civil, Odisha, Bhubaneswar under the administrative control of Works Department, Odisha). The main aim and objective of this organization is to improve and maintain 113.25 of State Highways, 124.53 Km of Major District Road and 101.77 Km of other District Road. Besides this division is in charge of annual maintenance and repair of 98388 Sqm. of non-residential buildings and 25027 Sqm. of Government residential buildings.

2. Mission/ Vision:

The Chief Engineer (D.P.I. & Roads) and Chief Engineer (Buildings), Odisha, Bhubaneswar provides funds basing on the budget allocation to improve and maintain roads and buildings. Estimates are prepared by this Division and technical sanction is accorded by the competent authority and works are executed as per provision contained in O.P.W.D. code.

3. Brief History & Background:

This division was created in the year 1981 as Bhadrak (R&B) Division

This division consists three sub-divisions namely
i. PWD Sub-Division, Bhadrak head quarter at Bharak.
ii. Basudevpur (R&B) sub-Division with head quarter at Basudevpur.
iii. Chandbali (R&B) Sub-Division with head quarter at Chandbali.

The Division is headed by the Executive Engineer with head quarter at Bhadrak.

4. Allocation of Business:

Funds both under State Plan, Centrally sponsored plan and Non-Plan are received from the Chief Engineer (DPI & Roads) and Chief Engineer (Buildings) Odisha, Bhubaneswar detailed of which are noted below:

a. Plan Scheme-To improve Road works, bridge and buildings.
b. Non Plan-Repair to Roads/ Repair to non -residential buildings/ Repair to Residential buildings.

The works are executed by this Division in accordance with O.P.W.D. Code.

5. Duties to be Performed to Achieve the Mission:

Estimates for different projects identified to be taken up under state plan or non-plan is first prepared and technically sanctioned and get executed by inviting tender. Technical sanction of estimate and invitation of open tender is performed by E.E, S.E & C.Es as per financial competency of the codal provision.

6. Details of Service Rendered:

The roads and building coming under this Division are being improved and maintained by this Division there by ensuing uninterrupted movement of vehicular traffic.

7. Citizen Interaction:

This Division is entrusted with improvement and maintenance of different roads and buildings which formulating the plan and programme the views representative like MLAs/ MPs/ Zilla Parisad Chairman are taken into consideration.
