Particulars of Organization, Functions & Duties

1. Objective/ Purpose of the Public Authority:

     The aim of this project is to provide irrigation to the perpetual drought prone Bolangir and Sonepur Dist. The Scheme contemplates two main Canals, Right Main Canal taking off from right Dyke having a length of 23.84 km & the Left Main Canal taking off from left earth dam having a length of 29 km. The total culturable commendable area of the project is 31,830 ha. in 189 villages in Bolangir and Sonepur Dist. On completion of the project, it will supply 17.89 MCM. of drinking water to Balangir town.

2. Mission/ Vision Statement of the Public Authority:

     Bolangir is a predominantly in a drought affected area and falls under KBK District of Odisha. Irrigation Sector holds the key to Districts Economic Development and Poverty Alleviation. The Dist. has a cultivable land of 3,45,475 ha. It has been assessed that 29,146 ha in Bolangir & 2,684ha of Sonpur Dist can be brought under irrigation through Lower Suktel irrigation project.

     It has been planned to complete according to a strict time schedule up to 2013.

3. Brief History of the Public Authority and Context of its formation:

    Water has always played a major role in human societies. It is a source of life and prosperity and a cause of death and devastation. Because relationship between Man and Water, Water Resources Management has been viewed as a Crucial Vehicle for Socio-Economic Development. It will mitigate the drought of the District.

     The Hon'ble Chief Minister of Odisha has laid down the foundation stone on 24th Nov' 2001. Initially the project works were executed by Balangir Irrigation Division, Bolangir. Lower Suktel Circle Office has started functioning from 12.10.01. with another two nos. Division Office from 1.11.01 and 7.11.01 respectively. Further three Divisions namely Lower Suktel Dam Division & L.S. Quality Control Division.Magurbeda & L.S. Canal Division No.II Loisingha has started functioning from 9.11.05,9.11.05 & 5.11.05 respectively. The Superintending Engineer, Lower Suktel Circle, Balangir has been redesignated as Chief Construction Engineer, Lower Suktel Project, Balangir vide DOWR Order No. FE-III-NG-R&/R-10/06-16405 Dt. 20.05.2006 and separated from the Control of Chief Engineer, Lower Indra & Lower Suktel, Nuapada. The Chief Construction Engineer, Lower Suktel Project, Balangir is functioning from 27.09.2006 and delegated with the power of Chief Engineer. It is proposed to create one Design Division also.

4. Duties of the Public Authority:

i) Administration of project work
ii) Water for Irrigation to an ayacut of 31,830 ha of land by the project and all works connected therewith.
iii) Construction and maintenance of building required solely for the administration of Project.
iv) All matters relating to Civil construction and maintenance of Dam projects. All matters relating to land acquisition and resettlement in connection with the projects.

5. Main Activities/ Function of the Public Authority:

     The Lower Suktel Project is headed by Er. Prasanta kumar Nayak as Chief Construction Engineer since 01.06.2010. The Department has 7 wings namely; Spl.L.A & Spl. L.A.O.L.S.I.P., Bolangir, F.A.& C.A.O., Bolangir, E.E.L.S.RRC&B Division, Bolangir, E.E.L.S. Dam Division, Magurbeda, E.E. Canal Division, Bolangir, E.E. Canal , Division No. II, Loisingha.
