Particulars of Organization, Functions & Duties

Aims and Objectives of the Organization:
The organization of Chief Engineer & Basin Manager, Baitarani, Subarnarekha & Budhabalanga Basin has been established to create 1.09,627 ha. of irrigated land under Subarnarekha Irrigation Project stabilize 18,335 ha. Of Salandi Major Irrigation Project and maintain 1,41,766 ha. Under different Medium Irrigation Project like Sunei, Kharkai, Nesa, Haldia, Balidiha etc. in the district of Mayurbhanj. Besides this organization was assigned to take up the works of Salandi Major Irrigation Project in Bhadrak, Keonjhar and Balasore Districts for an ayacut of 1,07,380 Ha. This organization also monitors the works of Subarnarekha Multipurpose Project and joint works takenup in Jharkhand State. But, subsequently, the work of Salandi Major Irrigation Project and other Medium Irrigation Project in Bhadrak, Keonjhar and Balasore district has been transferred to the control of Chief Construction Engineer, Anandapur Barrage Project.
Mission/ Vision:
This organization was established with an aim to take necessary action to increase the extent of irrigation area in the Districts of Mayurbhanj, Keonjhar, Balasore and Bhadrak by construction of Major & Medium Irrigation Project.s Utilisation of various external assistance/ loan for execution of new Projects renovation of old canal system in order to stabilize the existing ayacut & creation of additional ayacut in the completed Projects to provide technical & financial sanction and quick disposal of official matters to achieve the target of Government. But, as per subsequent decision of Government, this organization is now assigned to execute Subarnarekha Irrigation Project, Deo Medium Irrigation Project and maintenance of all medium Irrigation Projects in Mayurbhanj districts,
Brief History and Back ground for its Establishment:
During the year 1987, the Office of the Chief Construction Engineer, Subarnarekha Irrigation Project started functioning at Baripada, Dist. Mayurbhanj for Subarnrekha Irrigation Project. Subsequently , this office was renamed as Office of the Chief Engineer, Subarnarekha Irrigation Project, Accordingly to the institutional reorganization of Department of Water Resources during August, 1995 , Chief Engineer & Basin Manager post was created in October 1995 and this office was renamed as "Office of the Chief Engineer & Basin Manager , Baitarani, Subarnarekha & BudhabalangaBasin, Laxmiposi" since then.

Allocation of Business:
This Organisation is assigned to sanction estimate, except tenders as per the norms and codal procedure, monitors the physical and financial progress of works of each division and to coordinate with various Deptt. of Govt, for quick disposal of issues. It prepares the annual budget, manages the internal budget allocation and distribute L.C. to concerned sub-ordinate offices. It keeps contact with CWC,M0WR,G01, MOEF,GOI, for clearance of new projects, design of the important components and to get guidance as and when required. This office also interacts with Govt. of India as well as Subarnarekha Project Authority in Jharkhand for execution of joint components of Subarnarekha Multipurpose Project.
Duties to be Performed to Achieve the Mission:
Under this Organisation now the irrigation area in the district of Mayurbhanj & Balasores is 1.09,627 ha. In order to assure irrigation to the entire area, the maintenance of Canal System as well as operation of the reservoirs are very important. The maintenance work of Projects is done according to the priority and availability of fund some external assistance such as AIBP,NABARD,WRCP has been received for renovation of old canal system modernization of gates of dams and execution of Subarnarekha irrigation Project. For undisrupted inspection of Canal System, Canal Bank Roads have been improved through various financial assistance.
The ongoing Major & Medium Irrigation Projects are to be completed accordingly to the programme. But, the progress depend on the availability of fund. The physical programme and Progress of each Project is reviewed regularly to remove the bottlenecks. Necessary required action is taken to coordinate District Administration , various organizations, departments for quick disposal of issues and settlement of disputes, if any.
