Particulars of Organization, Functions & Duties

1. Objective/ Purpose of the Public Authority:

  The aim & objectives of the O/o the Executive Engineer, Berhampur irrigation Division, Berhampur is to provide irrigation to the ayacut under its jurisdiction through effective planning, efficient supervision and participatory irrigation management with farmers and other stake holders and flood control, to implement the various development schemes so as to achieve the mission and goals of the Department of Water Resources. This division has the direct responsibility for providing irrigation to its command area from different irrigation projects under its jurisdiction irrigation, bulk water supply for drinking water to Berhampur Town as per the requisition of the P.H. Division, Berhampur and flood- control with direct responsibility of operation and management of Rushikulya Irrigation System(Major) (Part) and medium irrigation project e.g. Jayamangal Irrigation System. Hiradharabati Irrigation Project, Dhanei Irrigation Project and Baghua Dhanei Doab Irrigation Project. This Division is also entrusted with the construction of Ghatakeswar Multipurpose Project.

2. Mission/ Vision Statement of the Public Authority :

  The Mission and Vision of this Division are listed below.
i) Ensure effective and efficient irrigation to the Ayacut and Flood Control.
ii) Implement the plans, programmes and policies of DoWR.
iii)Effective and qualitative execution of development works.iv) Provide field level information and datas for formulation of Water and environment related policies of the Department.
v)Implement the goals and objectives of Participatory Irrigation Management through effective coordination with farmers, stake holders and Pani Panchayats.
vi)Establish and continually review systems to develop, improve and maintain employee morale.
vii) Establish public relation and grievance redressal mechanism.

3. Brief History of the Public Authority and Context of its Formation :

  This office came in to existence as an independent organization on 18.4.1958 with the Executive Engineer as its head.

4. Duties of the Public Authority :

  Overall charge of all developmental and construction activities of the projects under Berhampur Irrigation Division.
  The following Major and Medium Irrigation Projects are under the jurisdiction of this Division. The system wise ayacut of these completed irrigation projects are as per the followings:
(a) Rushikulya Irrigation System (Major) (D/W) 41758.00 Ha (out of total 60122 Ha.)
(b) Jayamangal Irrigation System (Medium)(D/W) 7348.00 Ha
(c) Hiradharbati Irrigation Project(Medium) (D/W) 6309.00 Ha
(d) Dhanei Irrigation Project(Medium) (Reservoir) 4508.00 Ha
(e) Baghua Dhanei Doab Irr. Project (Medium)(DAV) 1950.00 HaI
   In addition to operation and maintenance of these irrigation projects, this Division is also entrusted with the flood control works and maintenance of flood embankments in rivers Rushikulya, Ghodahada, Baghua, Dhanei, Kharkhari, Ghadaka system of total length 148.622 Km and saline embankments of total length 30.00 Km of Chilika lake.
  There are Four Irrigation Sub-Divisions functioning under this Division namely:
i) Berhampur Irrigation Sub-division , Berhampur, Ganjam.
ii) Hinjili irrigation Sub-division, Hinjilicut, Ganjam.
iii) Rushikulya Irrigation Sub-division, Humma, Ganjam.
iv)Dhanei Irrigation Sub-division , Chirikipadasasan, Ganjam.
