Particulars of Organization, Functions & Duties

1. Objective/ Purpose of the Public Authority:

   The Aim and Objective of the office of the Director, Support Services & Dam Safety, Odisha, Bhubaneswar is to ensure safety and operational performance of 163 nos. of large dams situated in Odisha State as the dams and reservoirs are essential elements of the Water Resources infrastructure and serve the society by meeting requirements of important national needs like agriculture for food security, hydropower for energy for modern world. This organization also provides technical support services for the Water Resources sector of the State.

2. Mission/ Vision statement of the Public Authority:

Mission Statement: To ensure that any large dam situated inside the State should perform its intended functions without imposing unacceptable risks to the public by its presence.

Vision Statement: A systematic evaluation of the safety of the dam throughout its life. Identify structures which pose unacceptable risks and suggest corrective actions to reduce or eliminate these risks in an efficient and cost effective manner. Reasonable efforts to accommodate concern and issues of public.

3. Brief History of the Public Authority and Context of its formation:

     Consequent to the decisions during the 5th Conference of State Ministers of Irrigation in November, 1980 at New Delhi, the State Dam Safety Organization in Odisha was set up in May, 1981 with its headquarters at Burla headed by one superintending Engineer assisted by two Executive Engineers, one Assistant Executive Engineer, three nos. of Assistant Engineers and three nos. of Junior Engineers. In 1991, during the World Bank funded Dam Safety Assurance and Rehabilitation Project (DSARP), the State Dam Safety Organization was shifted from Burla to Bhubaneswar and strengthened with 61 nos. of staff. After closure of DSARP in September, 1999 the Dam Safety Organization was made a permanent organization under Non-Plan with two nos. of Division i.e. Deputy Director, Specification, Designs Standard & Dam Safety (Major Projects) Division, Bhubaneswar and Deputy Director, Construction, Quality Control Standard & Dam Safety (Medium Projects) Division, Bhubaneswar with  46 nos. of core staff to look after the day to day activity of the organization.

4. Duties of the Public Authority:

     The State Dam Safety Organization is headed by Er. Manoj Kumar Mishra, Director, Support Services & Dam Safety. The overall duties of the Dam Safety Directorate is to see the safety concerns of all large dams of the state for which the Organization gives importance to the following important activities.

i) Phase-I Investigation of Large Dams.
ii) Phase-II Investigation of distressed dams, pointed under Phase-I.
iii) Preparation of Annual Health status of Large Dams.
iv) Preparation of Data book of Large Dams.
v) Hydrological Review of Large Dams.
vi) Structural Review of Large Dams.
vii) Preparation of Rule curves for reservoir operation of multi-purpose Dams.
viii) Preparation of O & M manual.
ix) Recommending allotment basing on the distress condition of the Dam.
x) Preparation of Emergency Action Plan.
xi) Organize Inter State Dam Safety Sub-Committee.
xii) Organize Dam Safety Review Panel (DSRP).
xiii) Organize Safety review once in 10 years by experts.
xiv) Organize State Dam Safety Committee (SDSC).
