Particulars of Organization, Functions & Duties

Objective / Purpose of the Public Authority:
The objective of Lower Suktel Quality Control Division under Lower Suktel Irrigation Project which is the only major irrigation project under construction in the draught prone Balangir district in K.B.K.zone of Odisha is to control the quality work of construction and maintenance of the head works to build up a storage reservoir of live storage capacity -26,343 ham with submergence of 5324.55 ha at FRL. The head work includes one central spillway, one earth dam of 1410 m length and two numbers dykes on right & left side having length of 890 and 412 m respectively including the head regulators for canal outlets on each flank . The objective is also envisages post construction maintenance of the head works including development and maintenance of a visitors' park adjacent to dam base.
Mission / Vision Statement of the Public Authority:
On completion of the project with creation of contemplated irrigation potential , the economic standard of the people specifically dependant of agriculture would be uplifted substantially and the irrigation scenario of the district which is known to be the minimum in the state could be transformed . More over, it is also proposed to substantiate drinking water to the tune of 0.567 Cumec to the fast growing urban area of Balangir city. Though the initial target for completion of the project was 2009, it could not be materialized due to several factors including obstruction by the project affected people.
Brief History of the Public Authority and Context of its Formation
The Division has been created during October, 2005.
Duties of the Public Authority:
To accelerate the construction process under codal procedure /rules of the state government and to complete the head works within target period so that water supply can be assured for irrigation and other purposes.
Main Activities/Functions of the Public Authority:
Quality monitoring of construction of spillway, earth dam, dykes and head regulators etc. through contract agreement with construction agencies entrusted by way of tender processing following codal procedure. Testing of construction materials , obtaining approval for quarry and borrow area ; keeping /maintaining records of history /major activities of the project pertaining to the head works including photographs and video graphs ; ensuring quality control in the works including quality control tests and maintaining records thereof .

Until now, the funding for the project, hence for this division, is met through Accelerated Irrigation Benefit Programme (AIBP) scheme of Govt. of India.
