Particulars of Organization, Functions and Duties

[Section-4(1) (b) (I)]

1. Aim and Objectives of the Organization:

a. Collection of mining revenue, tax etc. leviable on mines and minerals.
b. Processing of mineral concession applications i.e. Mining Lease/ Prospecting Licences.
c. Periodic Inspection of mines and quarries to ensure systematic and scientific operation with due regard productivity, overall, production, dispatch,quality etc. as per the MM (D&R) Act 1957, M.C Rules 1960 , OMMC Rules, 2004 and GCDR 2004.
d. Enforcement activities to curb clandestine/ illegal mining, transaction and dealing of ores and mineral with a view to block leakage of revenue.
e. Assessment demand & collection of ORISED tax (now subjudice in the High Court, Odisha)

2. Mission/ Vision:

a. To generate maximum revenue vis-a-via target.
b. To tap additional sources of revenue.
c. Preventing leakage of-revenue caused by illegal miningif any by adopting of strategic method. This will lead to the growth of economy of the State and the Nation as a whole.

3. Brief History and Background of its Establishment:

     This office is headed by a Deputy Director, Mines operating from Koira as Head quarter under the administrative control of Government of Odisha, Department of Steel & Mines.
     This office came into existence in the year 1976 headed by a Mining Officer and was later upgraded to the present status in the year 1990. The jurisdiction spreads over Koira circle i.e. Bonai Sub division of Sundargarh district.

4. Allocation of Business and Duties to be Performed to achieve the Mission:

a. Ensure proper vigilance activities on illegal mining of ores/ mineral & action as per Rules.
b. Round up offenders and to take stringent exemplary action against them to discourage such practice and lug leakage of revenue.
c. Ensure off-take of permitted grade & quantity of ores/ minerals.
d. Grad wise systematic stacking of ores and minerals in the mines, regular verification, off-take of permitted grade and quantity of ores/minerals.
e. Drawl of check samples at mines source and during transit.
f. Proper maintenance and verification of statutory records, reports/ returns for assessment of mining revenue.
g. Measurement of quarry sections at times & comparing with weightment of ore/ mines transported.

5. Details of Services Rendered:

I. Observing economic austerity and avoid wasteful expenditure.
ii. Maintenance of clean and hygienic environment.
iii. Proper co-ordination among the employees.
iv. Frequent inter-action, sharing of information etc.
v. Create a congenial atmosphere of work.

6. Citizen's Interaction:

     Exchange of views with knowledgeable persons and citizen for better performance of the office, participation in all such meetings, workshop, seminar having relevance to the activities of the office.

Collect information through public contact for enforcement activities and attend to people affected.

10. Grievance Redress Mechanism:

    Immediate attendance to grievance petition on priority basis vis-a-a-vis important & urgency and taking suitable follow up action.
