Particulars of Organization, Functions & Duties

1. Objective/ Purpose of the Public Authority: The primary object of the ITDA is to implement the welfare programmes in order to improve the Socio-economic condition of the Tribal. The Programmes and Schemes implemented in the Sub-plan areas are grouped under three categories such as: i) Income Generating Schemes.ii) Infrastructure Development Incidental to such Schemes.iii) Educational Development. The Tribal Sub-Plan strategy is to implement the result oriented and purposeful program for Socio-economic Development of the Tribal depending on the available resources i.e. Sand and Water owned by the Peoples, Emphasize in Land Based Programs, Providing minimum Communication Facilities, Education, Drinking water and Shelter. 2. Mission/ Vision Statement of the Public Authority: To serve the downtrodden Tribal Community of TSP Areas. 3. Brief History of the Public Authority and Context off its Formation: a) Origin and Historical Background: In the independent India, there has been wide spread development in the field of production, industrialization, communication systems and electronic sectors. But the fruits of development have not percolated to the poorest families who are remaining below poverty line in remote areas of the State. Particularly the areas with concentration of Schedule Tribe (S.T.) who remain in hilly tracts of the State are deprived of all the facilities and benefits of development, which have been implemented by the Government, public sector as well as private sector organization. Moreover we are coming across hundreds of cases where the people of S.T. community are being harassed, exploited by the Society even to earn the bare necessities of life and to maintain life at the basic level. In order to uplift the position of the S.T. community, the Constitution of India provides systems and mechanisms to take action for development of this group, in keeping with the constitutional obligations under the provisions of the Articles-46 of the constitution of India. The State Government as well as Central Government is taking various steps to promote with special care to improve the educational and economic status of the weaker sections of the population in order to protect them from social injustice and all forms of exploitation. Tribal Sub Plan Area approach: Every Revenue Sub-division in which more than 50% of the population is scheduled tribes is recognized as a tribal sub-plan area. Keonjhar I.T.D.A. is functioning with effect from 01.07.1979 At/PO-Mandua, Dist-Keonjhar having coterminous jurisdiction with the Keonjhar Sadar Sub-division. The objective of the Tribal Sub-plan approach is the combined development of the area and tribal population living within the sub-plan area. The strategy of development works oriented within the framework of the five-year plan towards taking up family benefit oriented Income Generating Schemes and infrastructure development schemes. b) Geographical Location: Sl.
