Particulars of Organization, Functions & Duties

1. Aim & Objectives of the Organization:
ITDA, Balliguda has been established with effect from 01.7.1979 in the TSP area covering the entire Balliguda Sub-Division for the economic enlistment of the tribals by implementation of different family oriented Income Generating Schemes and other Infrastructure Development Programmes for overall development of the area as a whole.

3. Brief History & Background for its establishment:
Our constitution enjoins that the state shall promote with special care the educational and economic interest of the scheduled tribes and scheduled caste and to provide safeguards against all forms of exploitations and social injustice.
With this motto, ITDPs were established in the state during the Fifth Five Year Plan period i.e. 1975-76 in the Tribal Sub-Plan (TSP) area for overall development of the scheduled tribes. Attempts have been made to bring the tribals to the main stream of development without hampering their basic tradition and culture. Integrated Tribal Development Project (ITDP), Balliguda was established during the year 1975-76 covering the entire Balliguda Sub-Division having 9 blocks viz, Kotagarh.
Tumudibandh, Balliguda, K.Nuagam, Daringibadi, Raikia, G.Udayagiri, Tikaballi and Chakapad. Subsequently for greater flexibility and better implementation of the schemes, it was converted to Integrated Tribal Development Agency (ITDA) during 1979-80.
4. Organization Charts:
ITDA is headed by Project Administrator-Class-I followed by Special Officer-Class-II and Assistant Engineer class-II to assist the P.A., ITDA in implementation of different Income Generating Schemes and other functions of the office.
5. Allocation of Business:
i) District Collector is the Chairman of ITDA.
ii) P.A., ITDA is the Head of Office as well as Drawing & Disbursing Officer; Special Officer is to assist P.A., ITDA in day to day office management. Assistant Engineer has technical power up to Rs. 5,00,000/- as regards execution of works. Junior Engineers have technical power up to Rs. 2,00,000/- as they are responsible for preparation of Plan & Estimates and execution of work projects. One Jr. Agril. Officer is looking after the Agriculture, Horticulture, WADI and SHGs activities. All other officiating staff are assisting P.A., ITDA in day to day management of office work dealing with files, accounts etc.
6. Duties to be performed to achieve the Mission:
For development of tribals and the area, Action Plan is prepared by obtaining proposals from the BDOs, Chairman of P.S. and other people's representatives and even from the villagers. Annual Action Plan of ITDA is finalized in the meeting of the Project Level Committee (PLC) under the Chairmanship of the Collector where local M.P., MLA, Chairman of P.S. and other officials and non-officials are the members of the Committee. On receipt of allotments from Govt., execution of schemes/ works is taken up basing on the approved Annual Action Plan.
7. Details of services Rendered:
i) Tribals families are assisted under different Income Generating Schemes both individually and in groups through different programmes viz. irrigation, agriculture, horticulture, small business, bee-keeping & WADI programme etc.
ii) Communication infrastructure is developed by construction of CD works on village link roads.
iii) Provision of Drinking Water Supply in tribal villages is made by sinking sanitary wells.
iv) Education infrastructure is developed by construction of hostel buildings, additional class rooms, repair and electrification of buildings, development of sanitation, gardening, provision of water supply etc.
v) Primary School Hostels are being managed to avoid dropouts at Primary School level.
vi) Vocational Trainings are organized for tribal youths for their self-employment.
8. Citizens Interaction:
i) Beneficiary selection under various Income Generating Schemes is made by BDOs/ Extension Officers ofblocks by organizing Palli Sabha.
ii) Similarly, proposals of works projects are finalized in the village by organizing Palli Sabha/ Grama Sabha.
iii) During execution of works the beneficiaries/ villagers are directly involved in execution of works as labourers and likewise.
