Particulars of Organization, Functions & Duties

Present status:

  • SCSTRTI, a Directorate is a permanent institution under the control of ST & SC Development Department where the Director enjoys the powers of Heads of the Department.
  • Being one of the premier institutes of the country devoted to research and training on tribal matters, their cultures and development, it has grown into greater heights. The senior-most Professor of Anthropology of the state is heading the Institute as its Director. The Institute has been conferred the status of Nodal Tribal Research Institute (NTRI) by Ministry of Tribal Affairs Govt. of India.
  • The burgeoning activities of the Institute are: (a) Research - Ethnographic, Diagnostic, Problem Oriented and Development Research studies on scheduled castes and scheduled tribes ethnic (caste) status studies, (b) Planning - Formulation of Action Plans and Project Proposals for development of STs. SCs and other rural poor, (c) Evaluation - Evaluation of Development Programmes under Tribal Sub-Plan. Scheduled Castes Component Plan and programmes executed by NGOs for STs, SCs and OBCs. (d) Training - Organisation of State and National level Training Programmes meant for personnel in charge of Planning, Implementation, Monitoring and Evaluation in tribal areas, and also for ST & SC youths, entrepreneurs, and peoples' representatives, (e) Statistical Computation and Analysis - Collection of statistical data from primary and secondary sources. Compilation and analysis of data and publication of data sheets and statistical handbooks, (f) Publication -Adivasi. Institute's half-yearly journal, (g) Museum -Collection. Documentation and Display of museum objects. Preparation and publication of museum booklets, leaflets and photo handbooks, and help guiding the visitors to the museum, (h) Exhibition - technical guidance and supervision of cultural programme on the auspices of Annual Adivasi Exhibitions.

Location:

The Institute is centrally located over an area of about 12 acres of land in the sprawling city of Bhubaneswar at CRPF square in between Priyadarshini Market Complex and the Sambad office beside the National Highway No. 5.

Board objectives of institute are:

  1. To conduct ethnographic research studies for documentation of distinguishing characteristic features of different Scheduled Tribes (ST) Scheduled Castes (SC) of the Stale.
  2. To study the processes of social, cultural and economic change and development among the ST & SC communities of the State.
  3. To prepare action plans and suggest effective measures for development intervention.
  4. To serve as a centre for providing data and advisory services to Government on the problems and development of the ST and SC communities.

ACTIVITIES:

 I.         RESEARCH

  • The following research studies were undertaken and completed during ihe year.

  1. Utilisation of Reservation for the Scheduled Tribes in Government jobs in Odisha (State & Central including Public Sector Undertakings)
  2. Selected Tribal Communities Recording Population Decline in 2001-Census,
  3. Setting up of a GIS for Micro Project, Chuktia Bhunjia Development Agency.
  4. Education of Tribal Girl Child Problems and Prospects,
  5. Impact of Primary Education Programme DPEP/SSA,
  6. Disease Profile of the Tribes of Odisha with special focus on PTG,
  7. Development Induced to Displacement and the Tribals,
  8. Data-base on Dev. Project and Displaced Tribals in Odisha.
  9. Creation of a Data- base on STs of Odisha from 1961-2001.
