Particulars of Organization, Functions & Duties

1. Objective/ Purpose of the public authority:

    ITDA, Panposh at Rourkela aims at Socio-economic development of the Tribals through implementation of various income generating schemes in Agriculture, Horticulture, Animal Husbandry, Cottage Industry and, through imparting training on vocational trades for skill development of educated unemployed tribal youths.

    The objectives of this ITDA is to make the different schemes operational for providing basic infrastructure facilities like improvement of land, water, power supply, communication health and education. Keeping in view the urgent need of community irrigation such as diversion weir, check dams, water harvesting structures, community LI points for providing irrigation facilities to small and marginal ST farmers, Pani Panchayats have been formed to implement the programmes. Periodic monitoring and evaluation of the schemes are being done for the programme to be successful.

2. Mission/Vision Statement of the public authority:

    Considering the importance of the all round development of the tribals, strategic points are taken care of and critical social gaps are linked through

(i) Up   gradation of earning capacity of the tribals, especially these living below the poverty line.
(ii) Execution of irrigation system in the field of tribal farmers.
(iii) Improvement of socio economic status of tribal community with optimal utilization of Agricultural products and, locally available resources through the Pani Panchayats and SHGs.
(iv) Greater access in I.G. Scheme opportunities and focus on Community participation.
(v) Affordable and simple technological solutions to increase the potential of natural resources.
(vi) Scientific management of land, rain water soil texture, depth and slope erosion etc.
(vii) Educate the tribal students by facilitating their economic standard by providing pre-metric scholarship, Modern Hostel infrastructure and Boarding and Lodging facilities.
(viii) Back-ward-forward linkages of social groups for greater social-mobility.
(ix) Extension of urban facilities to the rural areas adjacent to urban areas, i.e. Rourkela municipality/ Biramitrapur municipality of Panposh project area.
(a) To    provide    power    supply,    installation    D.W.    schemes/projects    and popularization of sanitary facilities in the nearby local areas within 10 Km radius of town.
(b) To provide certain basic facilities like, quality education, health services, communication facilities, improved roads, telecommunication, Safe Drinking water supply, Power supply (3 phase), to improve the standard of life in the local rural area. This will create new avenues for income generation and prevent migration of people from rural to urban area.
(c) To take up improvement of connecting roads to urban hd.qrs. like Rourkela/ Biramitrapur up gradation of existing Health centres, upgradation of existing Educational Institutions etc.

3. Brief history of the public authority and context of its formation:

    Panposh ITDA is functioning at Uditnagar, Rourkela-12 since 1979, covering an area of 1940.2sq. km. comprising of  4 CD Blocks and 2 Urban local bodies of Panposh Sub-division in Sundargarh district. It covers all the 71 GPs comprising 391 villages. As per 1991 census, Population of Panposh ITDA is 7, 02, 857 out of which the ST Population is 2, 66, 479 which comes to 37.91 %.

    The main tribes are Munda, Kisan,Oran, Khadia and Bhuyan and their main occupation is cultivation. To protect their land from illegal alienation is became vital responsibility of the administration. The prevailing Acts and Rules of OLR Act and Reg-2 of 1956 as amended recently and the present set up of administration in the schedule areas (ITDA, Panposh) has been made operational for implementation of the different provisions of the Reg-2 of 1956 and OLR Act. To enforce prevention of illegal alienation of the land of the Tribals for prevention exploitation and to promote education and awareness of the tribals.

    Besides other Departments like, Excise, Forest, Mining, Public Health, Employment, Agriculture, Horticulture, Soil-Conservation, Works Department etc. are also taken into confidence for the proper implementation of schemes, plans and programmes in Tribal sub-plan area.
