1. Particulars of Organization, Functions and Duties:

Directorate of Ports and Inland Water Transport which came in to being with effect from Nov' 2006 under the administrative control of Commerce & Transport (Com) Department have manifold aims and objectives to be achieved. State of Odisha being Prime Maritime state in the country with vast coastline and having a number of potential sites as well as for development of Inland Water Transport sector in the state of Odisha for up-gradation of existing facilities and waterways, this organization aimed as development on infrastructure as well as coastal regions. Directorate of Ports and Inland Water Transport is the Heads of Department headed by Director, Ports and Inland Water Transport who is also Chief Conservator of all Non-Major Ports of Odisha Coast. He is the technical and administrative authority of Fisheries sector for construction and maintenance of all Fishing Harbours, Fish Landing Centers and Passenger Launch Service in the state training facilities to the Crews etc.

a. Heads of the Department for development of Non-Major Ports and I.W.T. Sector for 480 Kms. of Coastline and Tidal Creeks, Estuarine-rivers etc. in the State of Odisha.
b.
Formulation of Project proposals for development of potential Non-Major Ports sites including Jetties, Fishing Harbours and various marine installations and facilities
c.
Monitor the progress and development of new Ports.
d.
Will be responsible to safeguard the State Government's interest under the BOO/ BOOT/ BOOST for port related infrastructure projects.
e. To attract Private Port Developers/ Inland Sector Transport Developers (with external funding) and to avail maximum Central Assistance.
f.
Statutory and regulatory functions of Navigational Safety in all the declared Non-Major   Ports,   Fishing   Harbours   &   Jetties   including   installation/ maintenance of Navigational Aids (like Lighted Beacons, Weather Warning Signal Stations etc.)
g.
Formulation of Plan for speedy implementation of Coastal Shipment/ I.W.T. Net-working including processing of project proposal for private funding, obtain various statutory clearances like Environment, Forest and Defence etc.

. Privatization of Projects, its implementation with statutory & technical collaboration with suitable financing (catalytic role).
i.
Statutory functions of Inland Vessels Act, 1917 and Indian Ports Act, 1908 (revised from time to time)

. Director, Ports & I.W.T. will act as Conservator of all Non-Major Ports in the State.
k.
Quality passenger transport service to inaccessible areas with proper management, so that the income will be more than the operational cost excluding public utility aspects.

. Impact modern improved technical training to man Inland Vessels.
m
. Administration   control,   regulations   and   execution   of marine   structures, construction of Fishing Harbours/ Jetties of Fisheries & ARD Department and other Departments as per circulars of Ministry of Agriculture, Government of India and Central Institute for Coastal Engineering for Fisheries (CICEF).

All other statutory powers and functions exercised by C.C.E., G.P.P. and J.D., I.W.T.

. Render technical and administrative assistance for-

i. Resolving bottleneck of Land, Environment, Various types of Technical Studies, Valuation of Assets and Liabilities etc. in respect of Non-Major Ports and IWT infrastructure.
ii.
Development of Port based Industries like L.N.G. terminal, Special Economic Zone, Ship Breaking Industry as well as processing of Single Buoy Mooring System

Any other work as will be assigned by Government from time to time.

The Directorate of Ports and Inland Water Transport, Odisha operate regular passenger Launch service in the following Routes in the state in accessible areas where there is no road or rail transport facilities and for socio-economic benefit of the local inhabitants.

A.  Dhamara Sector

(i)  Dhamara- Talchua via-Dhamara (30 Kms.)
(ii)
Dhamara- Aradi (17 Kms.)
(iii)
Dhamara- Rajnagar (Defunct due to non-availability of Launch)
(iv)
Dhamara- Vittarakanika (Tourist purpose only)

B.  Balugaon Sector

(i)  Balugaon- Krushna Prasad Garh (18 Kms.)
(ii)
Balugaon-Kalijai (15 Kms.)
(iii)
Balugaon- Satapada (Defunct due to low draft in Chilika)
(iv)
Balugaon- Nuapada (Defunct due to low draft in Chilika)

C.  Astaranga Sector

(i)  Nuagarh- Sribantpur via-Kaliakana and Gandakula.

The regular launch services are available from 06.00 A.M. to 06.00 P.M. every day. After the regular service hour special trip is also available on payment basis. Launch service caters to the movement of Passenger & Goods to the above areas.
