Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1) Aims and objectives of the Organization: a) Development Section: The aim and objective of the Development Section is monitoring and persuing all the developmental works of the district either directly or indirectly through the Line Department. As the overall performance of the district is the performance of the Collector and District Magistrate. The Development Section to review, monitor and expenditure of overall targeted work and achievement of various line department of the Government. It also reviews the target given to various line Dept. from the Planning and Coordination Deptt. It also deals directly with Junior Engineer's and Progressive Assistant's Establishment. The recruitment, posting, transfer, pension, departmental proceeding of Junior Engineer and Progressive Asst. are dealt here. The various scheme like "Kutirjyoti", "Recruitment Rally" and matter like miscellaneous correspondence on education, single window monitoring system, repair of residential and non-residential building, I/R & A/R send by A.G. and Local Fund Audit Officers are perused here. Various meeting like Citizen Committee, Cooperatives, DLLC are all either monitored or dealt here. Visit of higher officer, committees and meeting are dealt here. No direct funds for implementation of various developmental programs are received. b) District Urban Development Agency: The District Urban Development Agency, Balangir was framed during the year 1990-91 vide Registration dated 11.10.1990 bearing Regn. No. 1257-73 dated 11.10.1990 (Societies Registration Act 1860). The District Urban Development Agency will act as focal agency at District level to co-ordinate the employment training and skill of up-gradation activities of the Nehru Rojgar Yozana at present SJSRY provision of physical amenities under the scheme of Environmental Improvement of Urban Slums (EIUS) and provision of physical amenities under the scheme of urban basic services for per poor (UBSP) and low caste sanitation and similar work as will be assigned by the State Government from to time to time, the District Urban Development Agencies will be affiliated to the apex body State Urban Development Agency (SUDA). c) Establishment Section: i. Maintenance and adjustment of administrative set up.ii. Recruitmentiii. Disciplinary measures (Quasi Judicial-Access to information is limited in the interest of Administration)iv. All types of personal monetary claims and salary of staff. d) District Nizarat Section: i. Smooth cash transaction of the District Officeii. Proper maintenance of Circuit Houseiii. Arrangement and smooth accommodation of the V.I.Ps and State Guestsiv. Stock & Store of the articles of the officev. Provision of forms & stationery and saleable village maps e) General & Misc. Section: To assist the District Collector in District Administration. f) District Touzi Section: The District Touzi Section is one of the wing of Collectorate, Balangir, its aims is to watch the performances of the Tahsildars in collection of revenues.
