Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)]

Board of Revenue is constituted as per the provision of the Odisha Board of Revenue Act, 1851.

The administrative function of Board of Revenue is outlined under Section 8 of the Board of Revenue Act 1951 which are as follows:

The Board shall have superintendence over all courts for the time being subject to its appellate or revisional jurisdiction, and may do any of the following things:

  1. Call for returns:
  2. Make and issue general rules and prescribe forms for regulating the practice and proceedings of such courts;
  3. Prescribe forms in which books, entries and accounts shall be kept by the officers of any such courts; and
  4. Settle tables of fees to be allowed to the attorneys and all clerks and officers of courts:

Provided that such rules, forms and tables shall not be inconsistent with the provision of any law for the time being in force and shall require the previous approval of the state Government.

(2) Nothing in this section shall be constructed as giving to the Board any jurisdiction to question nay judgment of any inferior court which is not otherwise subject to appeal or revision.

(3) The State Government shall be competent to fix the station at which the Board 1[* * * *] when not employed on the duties of circuit, shall ordinarily hold the sittings:

Provided that the State government may, from time to time, alter the place of such sitting of the Board 2[* * * * *] as they may 3[* * * * *] deem expedient.

Subject to the control of the State Government, the duties of the Board shall be:-

  1. The superintendence of the administrative work of Revenue Divisional Commissioners as may    be prescribed: 
  2. Recommendation of such propositions to the State Government as in the opinion of the Board may be calculated to augment or improve the State revenues relating to matters referred to in clause (a);
  3. To superintend and regulate the collection of revenue from all revenue paying and   revenue - free lands or estates under the laws for the time being in force in the State;
  4. To superintend and regulate all measures of land reforms: 
  5. Provided that it shall be competent for the State to Government to assign to the Board such other duties and functions as they may deem fit.
