Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (i)] 

1) History & Background of Its Establishment:

     3 Consolidation circles and 7 Consolidation camps are functioning under the control of this Deputy Director Range.

2) Functions and Duties:

     For improvement of Agriculture productivity by application of modern agricultural implements requires consolidation of Holdings of an individual farmer. The primary job of consolidation Organization is to consolidation holdings as far as practicable of a 1 and owner and preparation of record and maps accordingly.

i) The Deputy Director, consolidation, Jagatsinghpur is a District Level office which controls and supervises the work of co. Circles as well as the field works conducted in different consolidation camps. Besides, deployment of staff basing on the requirement of the staff of co. Circles and camps, preparation of Budgets for this Deputy Director office are also being done by this office.

ii) The consolidation operation is carried out through consolidation camps at the base level headed by an Assistant consolidation officer with sub-ordinate field functionaries like, General Moharir, consolidator Gr.II, Amin and different categories of class-iv employees. There are consolidation offices headed by the consolidation officers who assisted by Asst. consolidation officer(Hqrs.)/ Asst. Consolidation officer (Technical), Ministerial staff and different categories of Class-iv staff. The consolidation officers supervies the field work of the camps under their juriadiction including the Recess work. The consolidation officers are vested with powers U/S 2(J) of the O.C.H. And P.F.L. Act, 1972 for disposal of cases u/s 11 & u/s 19 along with other statutory works.

     The Deputy Director is the Head of office for office of the Deputy Director, consolidation, jagatsinghpur who is assisted by the Asst. consolidation officer(Hqrs.)/ Asst. Consolidation Officer(Technical)/ Asst. Consolidation officer(Judicial) and other ministerial staff. Under his administrative control, there are 3 circle offices unde5r his jurisdction. Besides, supervision of field work, the Deputy Director is vested with powers for hearing of appeal being delegated with the powers of Director, Consolidation of Holdings u/s 12 and u/s 20 of the O.C.H. And P.F.L. Act the head of offices for the purpose of Administrative and Financial control in respect of their offices.

iii) In consolidation, the following works are attended. Survey, prepartion of Land Register, Formation of Chaka, Delivery of chaka, preparation of Final R.O.R. And maps. Asst. consolidation officer/consolidation officer function as the original court. Deputy Director being delegated with the powers of Director, consolidation functions asw the appellate court and commissioner, consolidation as the Revisional court.

     Disposal of cases by the Asst. consolidation officer u/s 10 and 15 on conciliation, by consolidation officer u/s 11 on contest u/s 19 on modification of chakas. Against the orders passed by the original court, appeals are being filed u/s 12 and u/s 20 before the Deputy Director and Revision lies u/s 36 against the order of the Deputy Director.

     Consolidation commissioner and Director, Consolidation have power to call for and examine the records u/s 37(2) of the Act respectively.

     The Deputy Director supervises and inspects his own office, C.O. Office and consolidation camps. Similarly, the conciliation officer supervises and inspects his own office and camps under his control. Officersw and staff of the consolidation organization are accountable for smooth implementation of the scheme.

iv) Normally, conciliation work in respect of the village having 1000 plots is completed within a period of 3 years if there is co-operation from the landowners and no other legal impediments.
