Particulars of Organization, Functions & Duties

1) Aims & Objectives of District Planning & Monitoring Unit (Planning Cell), Kandhamal:

     This Office was established in the year 1984. Initially this office was known as District planning Unit. The main function of the office was to provide secretarial support to District planning committee. The function of the District planning committee was to formulate the comprehensive District plan including BRGF on district sector schemes, monitor and evaluate the plan schemes as and when required. Monitoring and supervision of MPLAD, MPLALD, special problem Fund & A.C.A., RSVY programmes, Special package Programme, Integrated Action Plan, preparation of Annual, five Year & perspective Plan of the District are now the prime task of the planning Cell of DPMU.

2) Mission and Vision:

     The mission of this office is to make District budgetary Plan formulation (Annual, five Year & prospective) on all plan Programme and Local Area Development by implementing the MLALADS, MPLADS Programme and Special packages for removal of backwardness and uplift of district Economic Status, preparation of DPR in collaboration with sectoral functionaries and spatial planning are also carried out in context of District Development.

3) Brief History and Back Ground for its Establishment:

     The cell under District control of Planning & Co ordination Department has been created as per the Decentralization of Planning process in accordance with the instructions of Govt. of India under Multi Level planning commission. A nucleus cell namely District Planning Unit has been constituted initially with team specialist and modicum supporting staff later during 2010 renamed as District Planning & monitoring unit. This wing function as General Planning Cell - Planning wing with the District Planing Committee was formed to prepare draft plan, monitoring of district sector schemes and evaluation of district sector schemes. The District Development committee was the apex body to approve the draft district plan.

4) Allocation of Business:

i. Dist. Budgetary plan formation (in control of District Planning committee)
ii. management and handling of local area development schemes.

iii. Special package programme of Central & State Government allocation.

iv. Spatial planning including development information.
