Particulars of Organization, Functions & Duties

1. Brief History & Background of its Estalishment: Office of the Deputy Director, Statistics, Northern Range, Sambalpur came into being and started functioning from the year 1979 headed by an officer of OSE&S Cadre of Class-I rank under the Control of Director, Economics and Statistics, Odisha, Bhubaneswar. The Deputy Director (Statistics) Office for Northern Range is situated at Kachery Road, Sambalpur. 2. Main Activities/ Functions: The function of Deputy Director will be both Territorial Administration and Technical Supervision and Co-ordination. i) The administrative function will consist of: a. Closer and more effective supervision of various Statistical Programme and field survey.b. Effective co-ordination of work among the District Statistical Offices within ten districts under Northern Range.c. Taking over routine Administrative matters in the districts under its control.d. Quicker disposal of matters relating to Establishment like Personal claim, representations, sanction etc.e. Over all control of Statistical Activities at the Range level. ii) The Technical Functions will comprise of: a. Meeting field queries, issuing clarifications and tendering technical advice to the DSOs and field staff.b. Giving specific attentions to regional problems with a view to identify Statistical gaps.c. Under taking specific survey of regional importance and furnishing materials to Directorate.d. Attending to timely reporting of statistical data in conformity with the fixed time schedules. The Office of the Deputy Director, (Statistics), Northern Range, Sambalpur functions under the technical guidance of Directorate of Economics & Statistics. The apex organization under Planning & Co-ordination Department at the state level. The function of the Office of the Deputy Director (Statistics), Northern Range, Sambalpur lies in overall supervision/ monitoring of the function of different district statistical offices as the primary unit at the district level who are entrusted with the implementation of various centrally sponsored Programmes like EARAS (Establishment of An Agency for Reporting Agricultural Statistics), ICS (Improvement of Crop Statistics), Socio Economic Survey of NSS and the state sponsored Programmes like collection of price statistics, Urban Local Body Statistics, VICS along with data collection for preparation of District Statistical Hand Book, data on Census of Employees and carry out the adhoc survey like Minor Irrigation Survey, Agricultural Census, Economic Census, etc. at regular intervals as assigned by Govt. from time to time. 3. About the Schemes Undertaken by the District Statistical Offices: i) Earas: It is a centrally sponsored programme implemented by the state government with 100 percent cost assistance from Govt. of India. It aims to Estimate the area, Yield rate and Production of principal crop paddy at block level and 13 important minor crops at district level. The field work for the aforesaid purpose is conducted by the SFS posted in the field. 20% of the total villages are selected every year on random basis to conduct Land Utilization and yield Estimation Survey (Crop Cutting Experiments) in all three seasons i.e., Autumn, Winter and Summer.
