Particulars of Organization, Functions & Duties

1. Objective/ Purpose of Public Authority:

     District Rural Development Agency is the Public Authority which intends to implement successfully the various developmental schemes introduced by Ministry of Rural Development, Govt. of India & Panchayati Raj Department, Govt. of Odisha. Planning, Co-ordination, Implementation & supervision of development works & various anti property programmes are the main functions of the Public Authority.

2. Mission/ Vision statement of the Public Authority:

     It aims at bringing about a radical charge in the life style of the most under privileged  & vulnerable section of the District through various antipoverty programmes & to ensure development of the District in the field of communication, water supply sanitation, education etc through infrastructure Development .

3. Brief History of the Public Authority:

    This Public Authority DRDA was established in 1st April 1980 & was registered under the society Registration Act. It is working under the direct supervision of MoRD, GOI & P.R.Dept. of Govt. of Odisha since the date of its formation.

4. Duties of Public Authority:

Implementation of various anti-poverty programmes & developmental works in rural areas of District.

5. Main Activities & Functions of Public Authority: As mentioned above.

6. List of Services being provided by the Public Authority:

     Since DRDA is implementing various anti poverty programme & developmental works in rural area of the District through various executing Agencies of the district it is acting as a forum for redressal  of grievances of Public relating to the various defects & deficiencies observed in field during execution of the projects.

     Being a supervising Agency, no service is directly being rendered to Public, at this level. It is through the Blocks, GPs & other line Depts the services/benefits under different schemes are being rendered to public.

     For effective implementation of various schemes which are being implemented under the supervision of DRDA active participation & Co-operation of Public is highly required.

    People should actively participate in Palli Sabha which are called for by Sarpanchas from time to time for selection of beneficiaries under different schemes for selection of V.L.L for execution of developmental projects, for constitution of different committees. Forest Right Committee, Vigilance Monitoring Committee etc as & when required for preparation of developmental plans etc.

    People should be vigilant during execution of projects & any deviation of existing Guidelines should be brought to notice of the implementing Agency first. If no response is received it should be reported to DRDA

     PRI Bodies should actively Co- operate in chalking out the district plan & proper implementation of the same.

7. Arrangement & methods made for seeking Public Participation (Contribution) :

     For effective Public Participation in Planning implementation & supervision of developmental works , several forums have been created i.e  Palli Sabha, Gram Sabha, Vigilance & Monitoring Committee at village  level, Gram Panchayat Meeting, Panchayat Samiti Meeting , various Standing Committee at P.S level, Zilla Parishad Meeting various standing committee at Zilla Parishad level, District vigilance & Monitoring Committee, DRDA Governing Body Meeting etc. Besides, through hearing & disposal of Public Grievances, Social Audit process, through Jana Sampark Sibir Public Participation is ensured.

     All the dealing Assistants deal with the various Public Grievances relating to their scheme (Assigned work) In review meeting, disposal is monitored, by PD, DRDA. Besides, on MGNREGA a dedicated toll free Telephone is going to be installed for receiving Public Grievances over telephone Grievance register is being maintained under MGNREGA for easy supervision.
