1. Aims & Objective of the Organization:
The Assistant Register of Co-operative Societies, Bhawanipatna Circle has been established for overall development and Socio-Economic upliftment of members of Co-operative Societies under farm and non-farm sector registered under Odisha Co-Operative Societies Act, 1962.
The aim and objectives of the circle is to encourage formation of new co-Operative Societies and ensure successful running of existing areas in pursuance of Co-operative principle as laid down in schedule-II of the above Act.
2. Mission/ Vision:
The different Co-Operative Societies/ LAMPS organized and managed by the members have been helping them in meeting their credit needs, marketing their surplus agricultural products, getting fertilizer, consumer articles at reasonable prices and other facilities. The above activities of the Co-Operative Societies/ LAMPS have been assisting the members in improving their living standard and socio-economic status and ensuring regular engagement in farm and non-farm sector.
3. Brief History and Background for its Establishment:
For better supervision and efficient functioning of the Co-Operative Societies/LAMPS registered under the above Act, this circle named Assistant Register of Co-Operative societies, Bhawanipatna circle was opened in the year 1954 and continuing till date. The circle office being headed by the Asst. Registrar of Co-Operative Societies, Bhawanipatna Circle, Bhawanipatna has been effectively monitoring and supervision the activities of all types of Co-Operative Institutions functioning under the circle.
4. Organization Structure:
Executive staff looks after the statutory and supervising duties at field level as well as all legal matter and other non-statutory works in Circle office level.
Ministerial staff looks after the administration and establishment matter of the office.
5. Allocation of Business:
The circle office is allocating different works to the executive staff viz. supervision, routine checking of books and accounts of the Co-Operative Societies/LAMPS, their inspection, ensure rectification of audit defects, collection of Co-Operative loan and verification of assets etc. which are aimed to improve the working system of the Co-Operative societies so that they can better render services to its member.
6. Duties to be performed to Achieve the Mission:
The executive staffs are assigned the following duties to strengthen the Co-Operative Societies in pursuing their aims and objectives as envisaged in their bye-laws.
i) Routine visit and checkingii) Inspection of Co-Operative Societiesiii) Verification of assetsiv) Rectification of audit defectsv) Conduct of electionvi) Ensure holding of Committee meeting and Annual General Body meeting regularly and ensure the above meeting to transact business as per the provision of its Bye-laws, Act and Rules there under.vii) Enquiring into grievance petitionviii) To take up dispute hearing U/S.68 of the OCS Act,1962, execution of E.P. Casesix) Any other works assigned by the ARCS/ DRCS Bhawanipatna/ Register of Co-Operative Societies, Odisha, Bhubaneswar/ other higher authority.
