Particulars of Organization, Functions & Duties

1. Aims and Objectives of the Organization:

   The Assistant Registrar of Cooperative Societies, Panposh Circle has been established for overall development and socio-economic upliftment of members of Cooperative Societies under farm and non-farm sector registered under Odisha Cooperative Societies Act, 1962.

   The aims and objectives of the circle is to encourage formation of new Cooperative Societies and ensure successful running of existing areas in pursuance of Cooperative principles as laid down in schedule-II of the above Act.

2. Mission/ Vision:

   The different Cooperative Societies organized and managed by the members have been helping them in meeting their credit needs, marketing their surplus agricultural products, getting fertilizer, consumer articles at reasonable prices and other facilities. The above activities of the Cooperative Societies have been assisting the members in improving their living standard and socio-economic status and ensuring regular engagement in firm and non-farm sector.

3. Brief History and Background for its Establishment :

   For better supervision and efficient functioning of the Cooperative policies registered under the above Act, a separate circle named Assistant Registrar of Cooperative Societies. The Panposh Circle started functioning with effect from 25th May 1981 and continuing till date. The Circle office being headed by the Asst. Registrar of Coop. Societies, Panposh Circle, Panposh has been effectively monitoring and supervising the activities of all types of Cooperative Societies functioning under the circle.

4. Organization Structure:

   Executive staff looks after the statutory and supervising duties at field level as well as all legal matter and other non-statutory works in circle office level.

   Ministerial staff looks after the administration and establishment matter of the office.

5. Allocation of Business:

   The circle office is allocating different works to the executive staff viz. supervision, routine checking of books and accounts of the Coop. Societies, their inspection, ensure rectification of audit defects, verification of assets etc., which are aimed to improve the working system of the Coop. Societies so that they can better render services to its member.

6. Duties to be performed to achieve the mission:

   The executive staff are assigned the following duties to strengthen the Cooperative Societies in pursuing their aims and objectives as envisaged in their bye-laws.

i) Routine monthly visit and checking.
ii) Inspection of Coop. Societies.
iii) Verification of assets.
iv) Rectification of audit defects.
v) Conduct of election.
vi) Ensure holding of Committee meting and Annual General Body meeting regularly and ensure the above meeting to transact business as per the provision of its Bye-laws, Act and Rules there under.
vii) Enquiring into grievance petition.
