Particulars of Organization, Functions & Duties

1. Objective/ Purpose of the Public Authority:
The Objective of the Public Authority i.e. Asst. Registrar of Co-Operative Societies Sonepur Circle, Sonepur is to the Strengthen the Co-Operative movement in the area of operation of the Sonepur Assistant Registrar of Cooperative Societies which is equal to the Subaranapur Revenue District.
2. Mission/ Vision:
The different Co-Operative institution organized and managed by the member are very essential in meeting their credit needs, getting fertizer, pesticides and seeds at reassemble prices, marketing their surplus agriculture products. Such activities of the Co-Operative institutions have been helping member to improve their living standard and Socio-economic Status and ensuring regular engagement in Farm and Non-Farm sector.
3. Brief History of the Public Authority and Context of the formation:
The Public Authority that is the establishment of the ARCS, Sonepur was established at Sonepur on 18.02.1970 and it is running as such till today for better supervision and efficient functioning of the Co-Operative Societies registered under Odisha Co-Operative Societies Act, 1962. The Circle being headed by the Asst. Registrar of Co-Operative Societies, Sonepur Circle, Sonepur has been effectively monitoring and supervision the activities of all types of Co-Operative Societies functioning under the circle.
4. Duties of the Public Authority:
The Executive Staff have been assigned the following duties for strengthening the Co-Operative Societies in pursuing their Aims and Objective as envisaged in their bye-laws:
i) Monthly visit of Co-Operative Societies.ii) Inspection of Co-Operative Societies Annually.iii) Verification of Assets.iv) Hearing of Dispute Cases.v) Execution of proceeding.vi) Rectification of Audit defects.vii) Conduct of Election of Co-Operative Societies.
5. Main Activities/ Function of the Public Authority:
Some of the main functions discharged by the Public Authority are briefly indicated below:
i) Endeavoring to provide timely and adequate bank credit to farmers to carry on their Agriculture and Allied activities.ii) Supply of inputs such as fertilizers, pesticides and seeds to the farmer.iii) Administering the Crop Insurance Scheme to provide relief to farmers in the event of crop failure.iv) Providing marketing support to farmer by way of bringing about the integrated development of marketing of Agriculture produce to Safeguard the Economic integrates of the Farming Community.v) Providing credit Co-Operative education and training to Office Bearer and Member of Co-Operative movement in Subarnapur District.
6. List of Services being provided by the Public Authority with a brief write-up them:
The Executive Staff of this circle have been taking up the monthly visit of Co-Operative Societies under the Circle. They take up Annual Inspection of Co-Operative Societies, Conduct Annual verification of assets of the Co-Operative Societies, guiding the Chief Executives of the Co-Operative Societies in rectifying the defects pointed out in their audit reports, assist the Chief Executives in Collection of loan conduct hearing dispute cases and take up execution of Proceeding and so on.
