Particulars of Organization, Functions & Duties

1) Objective/ Purpose of the Public Authority:
To protect and safe guard the socio-economic conditions of workers and to regulate conditions of services and prevent exploitation.
2) Mission/ Vision Statement of the Public Authority:
Enforcement of various labour laws by way of inspections and investigations and maintenance of industrial peace and harmony.
3) Brief History of the Public Authority and Context of its Information:
The office of the District Labour Officer was functioning at Angul since 1961. Keeping in view, the rapid growth of industrialization of the locality, the Government has upgraded the office of DLO to a Zonal Labour Officer headed by the Asst. Labour Commissioner since 1984.
4) Duties of the Public Authority:
The Assistant Labour Commissioner is the overall administration of the Zone. Commissioner for workmens compensation Act, Authority under minimum wages Act and controlling Authority under payment of gratuity Act.
5) Main Activities/ Functions of the Public Authority:
The Officers are required to visit the establishment to see payment of wages in regular manner, conduct concilliations to settle the disputes and differences between the workers and the employers. The Commissioner under workmen's compensation Act Court to secure social security of the workers.
6) List of services being provided by the Public Authority with a Brief write up on them:
a) Providing protection and ensure payment of unpaid dues by way disposal of complaints.b) Disposal of workmen's Compensation cases by way of awards and disbursement of compensation amount to the applicant under W.C. Act as well as disposal of claim case under payment of gratuity actual minimum Wages Act.c) Providing legal protection to the working class people against possible exploitation by the employers by way of conducting spot inspection under various labour laws.d) Maintaining harmonious and peace of industrial relations by way of immediate intervention in to any un towered labour situation in any industries as and when caused.
7) Expectation of the Public Authority from the Public for enhancing its effectiveness and efficiency:
Whole hearted cooperation.
8) Arrangements and methods made for seeking Public participation/ contribution:
Nothing specific to mention.
9) Mechanism available for monitoring the service delivery and public grievance resolution:
The Assistant Labour Commissioner, District Labour Officer, Assistant Labour Officer and Rural Labour Inspectors are grievance redressal authorities. After receipt of such a grievance, any of the above officers on heing entrusted may conduct inquiries and trigger attempts to redress the grievance of workers such as re installments, pecuniary benefits and social securities to the workers and by way of filling claim cases before the authorities under labour enactments.
