Particulars Of Organization, Functions & Duties

Objective/ Purpose of the Public Authority:

   The Housing and urban Development Department is the nodal Department for ensuring proper and planned growth of cities and towns with adequate infrastructure and basic amenities.

Mission/ Vision Statement of the Public Authority:

   The continuous exodus of rural population to urban areas has contributed to the exponential growth resulting in sever strain on existing infrastructure and subsequent demand for additional provisions. To keep pace with the growing demands of the urban people, the Department has been taking effective and adequate steps for efficient management and supply of basic urban services like provision of safe drinking water, sanitation, roads, solid waste management, housing etc.

Duties of the Public Authority:

The following business has been allocated to the Housing and Urban Development Department.

Urban Development (State Subjects)

  1. Local Self-Government: Constitution and power of Municipal Corporation, Municipalities and Notified Area Council, Improvement Trust and Matter arising under Cantonment Act, 1924.
  2. Burials and burial grounds, cremation grounds within the jurisdiction of Municipal Corporation, Municipalities and Notified Area Councils.
  3. Markets, fairs, ferries and   ghats within the jurisdiction of Municipalities and Notified Areas.
  4. Grant of rent-free quarters to officers under the control of the Department.
  5. Tramways within Municipal areas.
  6. Control of Begging and Beggars in Urban Areas.
  7. Town Planning and Town Improvement.
  8. Urban Water-supply and drainage.
  9. Slum clearance.
  10. Relief and Rehabilitation of displaced persons from erstwhile East Pakistan, except recovery of loans granted to the displaced persons from the erstwhile East Pakistan.
  11. Management of evacuee property in the State.
  12. Matters connected with the Dandakaranya Project.
  13. Lodging House Fund.
  14. Piped Water-Supply.
  15. Urban Land (Ceiling and Regulation) Act, 1976.
  16. Urban Property Tax

Public Health Engineering (State Subject)

  1. Odisha Service of Engineers (Public Health)
  2. Control of all Officers serving in the Public Health Engineering Organization.
  3. Control of all office establishment of the Public Health Engineering Organization.
  4. Grant of rent-free quarters to the officer under the control of the Public Health Engineering Organization.
  5. Construction and maintenance of external and internal water supply, Sanitary and Sewerage   installation for State Government Buildings both residential and non-residential except the Construction and Maintenance of Public Health installations in Odisha Bhawan, New Delhi and Utkal Bhawan, Calcutta.
  6. Construction & maintenance of Urban Water-Supply, Sanitary and Sewerage installation owned by Government.
  7. Construction of Water-Supply Sanitary and Sewerage Scheme on behalf of local bodies at their cost and on payment of centage charges when required to do so.
